Sr. Business Development Manager, Gulf Coast Products

Responsibilities
Own the regional logistics strategy, integrating company-owned assets and third-party infrastructure to optimize product placement and enterprise value
Commercialize Phillips 66 midstream assets by improving utilization, structuring customer agreements, and aligning asset capabilities with market demand
Develop and advance midstream growth opportunities, including debottlenecking, expansions, joint ventures, and asset-backed commercial solutions
Optimize third-party logistics usage and reduce secondary logistics costs
Lead negotiation and execution of logistics agreements, including pipeline, storage, terminal, marine, and related contracts
Maintain strong understanding of tariffs, fees, and regulatory frameworks, including evaluating tariff changes and supporting tariff protest activity where appropriate
Coordinate cross-functionally with Supply, Trading, Refining, Operations, Finance, Legal, and Regulatory teams to ensure logistics strategies align with broader commercial and operational objectives
Provide economic and analytical leadership, coordinating financial models, capital evaluations, and commercial assessments for contractual and investment decisions
Manage key third-party logistics relationships, including performance oversight, dispute resolution, and long-term partnership development
Represent Phillips 66 externally with customers, counterparties, and industry participants, including participation in relevant industry forums
Ensure strong governance and compliance, adhering to contractual obligations, regulatory requirements, company policies, and records management standards
Conduct asset and counterparty site visits to support informed decision-making and strengthen commercial relationships
Build partnerships and work collaboratively with others to meet shared objectives, including working across departmental and functional boundaries
Secure understanding, ownership, and commitment to activity timings, using strong facilitation and influencing skills to manage upwards and across the organization
Qualification
Required
Legally authorized to work in the United States
Bachelor's degree or higher
5 or more years of energy industry experience
Willing and able to travel up to 25% of the time
Preferred
Functional expertise in crude, heavies, refined products, coke, sulfur, renewables, transportation operations, tariff methodologies, contract management, regulatory compliance, economic evaluation, and internal controls
Experience in development of project economic evaluations
7 or more years of industry experience including commercial, business development, operations, scheduling and/or logistics in downstream and/or or midstream
