Transportation Engineering Associate III - Assistant Resident Maintenance Engineer (61034834)
The South Carolina Department of Transportation is seeking a Transportation Engineering Associate III to serve as the Assistant Resident Maintenance Engineer for Abbeville County. This role involves supervising maintenance operations, managing contracts, and ensuring effective coordination of maintenance plans to meet business goals.

Responsibilities
Serves as the Assistant Resident Maintenance Engineer for Abbeville County
Ensures that Abbeville Maintenance is operating effectively and efficiently during normal and emergency operations
Supervises county personnel and equipment during inclement weather operations
Manages and supervises maintenance contract process for Abbeville Maintenance
Work to include preparing quantities, inspection of contract work, and processing of payments for contracts such as routine mowing, brush management, herbicide operations, concrete repair, and any other contract work performed
Assists Resident Maintenance Engineer in the creation and implementation of the county Business Plan
Supervises the coordination of maintenance plans to include the Ditching/Drainage plan, IRVM: Integrated Roadway Vegetation Management Plan, Patching Plan, and Sign Replacement Plan to ensure the business goals of the unit are met
Responsible for personnel matters including: EPMS: Employee Performance Management System reviews, PD generation and updates, Disciplinary Action, and various other personnel procedures
Supervises the Encroachment Permit Process through EPPS: Encroachment Permit Processing System and various inspection activities meeting engineering directives for all roads in Abbeville County
Assists Resident Maintenance Engineer in researching data and providing technical assistance in preparing reports for budgets, resurfacing and other short and long-term programs
Assists Resident Maintenance Engineer in investigating public complaints, work requests, and damage claims
Recommends corrective action and ensures completion
Performs other related duties as assigned
Qualification
Required
A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management
Three (3) years of engineering or construction management work experience
Ability to supervise county personnel and equipment during inclement weather operations
Experience managing and supervising maintenance contract processes
Ability to prepare quantities, inspect contract work, and process payments for contracts
Experience assisting in the creation and implementation of a Business Plan
Ability to supervise the coordination of maintenance plans
Experience with personnel matters including EPMS reviews, PD generation and updates, and Disciplinary Action
Ability to supervise the Encroachment Permit Process and various inspection activities
Experience in researching data and providing technical assistance in preparing reports for budgets and programs
Ability to investigate public complaints, work requests, and damage claims
Ability to recommend corrective action and ensure completion
Physical ability to sit or stand at a desk for extended periods of time
Ability to travel occasionally
Ability to perform physical tasks such as bending, stooping, reaching, twisting, climbing, balancing, and kneeling
Ability to walk for extended periods and tread rough terrain
Ability to work in close proximity to motoring traffic and in natural environmental hazards
Willingness to work outside normal business hours or respond to emergency situations
