Responsibilities
Implements and supports Healthcare Quality applications, ensuring alignment with agency standards, security policies, and business needs
Designs and maintains automated workflows and system integrations to support seamless data exchange across internal and external systems, including cloud-based platforms
Monitors system performance and resolves issues to ensure reliability and continuity of mission-critical service
Provides advanced technical guidance for complex programming tasks
Maintains compliance with IT application development standards and collaborates closely with program areas to ensure technology solutions effectively support operational goals
Designs, develops, tests, and documents complex programs to enhance and extend systems software supporting Healthcare Quality initiatives
Provides technical backup for other systems within the program area and ensures all development adheres to state and agency IT application development standards and industry best practices
Maintains comprehensive technical documentation to support compliance, audit readiness, and knowledge transfer
Serves as a technical lead within the team, defining architectural approaches and standards for Healthcare Quality projects
Collaborates with intra-agency technical teams to establish best practices and ensure consistent product configuration
Mentors team members on advanced programming concepts, supports problem resolution, and drives continuous improvement through innovation and collaboration
Prepare and maintain system documentation for applications supported
Provide appropriate administrative documentation/project communication
Qualification
Required
A high school diploma and work experience in the modification and maintenance of system programs, the design and development of system software, or the testing and debugging of system software
An associate's degree or a bachelor's degree in a related field may substitute for the required work experience
Bachelor's degree in computer science or related field and one (1) year of applicable software development and modification experience; or associate degree in computer science, computer technology, or a related field and two (2) years of applicable software development and modification experience; or a high school diploma and four (4) years of experience in computer programming or computer system development and modification in a Microsoft ASP.NET MVC framework (C#, ASP.NET, ADO.NET) environment
Knowledge of information systems design, testing, debugging, analysis, maintenance and security techniques
Experience in writing SQL queries, stored procedures, and XML
Strong analytical and problem-solving skills
Ability to communicate effectively both orally and in writing
Ability to prioritize and complete multiple tasks efficiently and effectively
Strong organizational skills and attention to detail
Must possess a valid driver's license and a good driving record
Minimal travel may be required generally within the Cayce Lexington - Columbia Richland County area which may encompass other agency facilities throughout the State of South Carolina using personal or state vehicle
Some overnight travel may rarely be required
Position requires the staff carry a cell phone
Preferred
Bachelor's degree in computer science or related field and three (3) year of applicable software development and modification experience; or associate degree in computer science, computer technology, or a related field and five (5) years of applicable software development and modification experience; or a high school diploma and seven (7) years of experience in computer programming or computer system development and modification in a Microsoft ASP.NET MVC framework (C#, ASP.NET, ADO.NET) environment
