Responsibilities

Supervision of Grants Administrator, Fiscal Administrator, and Administrative Support Supervisor
Maintain the DEM Strategic Plan and Annual Report
Inventory/Asset Management
911 Board Disbursement Coordination
Responsible for developing grant, budget, finance, and administrative direction and goals
Maintains budget and accounting for three distinct budgets (10 Fund, Grants, and 911 Board Funding)
Ensures the Division’s budget aligns with the Director, CAO, and CE’s priorities. Is responsible for developing and championing the Division's Strategic Plan
Responsible for budget formulation and tracking for the entire Division, including grant funds, 911 board funds, and 10 funds
Oversees the identification and pursuit of grant funding opportunities for the Division of Emergency Management and the Division of Fire and Rescue Services
Develop Division-wide policy in the areas of Human Resources, Timekeeping, Procurement, Travel, and other relevant administrative matters
Develops the Division of Emergency Management Strategic Plan ensuring alignment with the CE’s Transition Plan, engages staff in working groups to implement the Strategic Plan, tracks the progress of objectives, and regularly reports on progress to the Division Director and Deputy Director
Sets goals for the Division’s grants, budget, procurement, HR, and administrative support teams that work with both Departments and the Division office in these areas
Sets internal policies that apply to all Division staff in the aforementioned areas. Moves resources within their area of supervision to meet priorities established by the Division Director and Deputy Director

Required

Bachelor's Degree in Business Administration or related field
Minimum 5 years progressively responsible work experience overseeing, directing, implementing, or managing an organization's administrative, financial, business, human resources, or budgetary operations
Intermediate skills in the use of Microsoft 365
Possession of valid automobile operator's license
Note: A combination of related education and/or work experience may be considered towards the overall requirement of this position

Preferred

Master of Business Administration (MBA), or Master of Public Administration (MPA), or Certified Public Accountant (CPA)
Current Project Management Professional Certification or Lean Six Sigma Certification
Work experience managing Federal Emergency Management Agency (FEMA) grants
Administrative support work experience in Public Safety or Government
Work Experience in Emergency Operations Centers
10+ years of work experience in Human Resources or Fiscal Management
