The Texas Department Of Criminal Justice is looking for a Program Management Specialist IV to manage agency programs related to expansion dorms within the Facilities Division. The role involves coordinating, implementing, and overseeing programs, ensuring stakeholder communication, and supervising staff to achieve program goals and compliance with regulations.
Government Administration

Responsibilities

Manages a program throughout its life cycle by defining goals, objectives, and controls; and manages program planning, including the development, implementation, and documentation of processes for specific programs involving departmental or cross-functional teams focused on the delivery of new or existing programs, operations, or service offerings
Manages communications with stakeholders to ensure that they are appropriately informed of and aligned with program updates, changes, and risks
Identifies program requirements and establishes methodology to measure the effectiveness of agency initiatives; identifies program gaps and proposes improvements or enhancements; and ensures that program decisions are made in accordance with program requirements, applicable rules, policies, and procedures and the agency’s strategic objectives
Coordinates with internal divisions and departments to achieve complex cross-functional program and business outcomes consisting of multiple work streams; and works directly with external stakeholders to launch high visibility partnerships and programs
Develops in-depth technical and non-technical knowledge of programs to mitigate problems; and recommends, develops, and manages the development of program standards and tools
Facilitates and maintains relationships between internal and external stakeholders, vendors, internal divisions, departments and senior management to achieve performance goals, contract compliance, customer satisfaction, and quality service delivery
Supervises the work of others
Performs a variety of marginal duties not listed, to be determined and assigned as needed

Required

Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Construction and Management, Industrial Technology, Environmental Science, Engineering, Architecture, Architectural Engineering, or a related field preferred. Each year of experience as described below in excess of the required seven years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis
Seven years full-time, wage-earning project management experience in relevant areas of assignment
Ability to maintain the security and integrity of critical infrastructure as it is defined by state law
Knowledge of project or program management theories and practices
Knowledge of project or program costing, estimating, and scheduling and systems and procedures used to evaluate performance
Knowledge of local, state, and federal laws and regulations relevant to the administration of the project or program undertaken
Knowledge of change management practices and techniques
Skill to communicate effectively orally and in writing ideas and instructions clearly and concisely
Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public
Skill in reading and interpreting working plans, drawings, and specifications
Skill in reviewing and applying policies, procedures, rules, regulations, schedules, guidelines, and contract requirements
Skill to manage multiple projects and activities
Skill in the use of computer software relevant to design and project management
Skill in project or program management, scheduling, resource allocation, and budgeting
Skill to provide leadership and motivate others
Skill to monitor projector program status
Skill to prepare or analyze project or program-related information and develop plans to address identified issues and risk
Skill to prepare reports and charts
Skill in innovative ways to solve problems
Skill to direct, assign, and evaluate the work of program staff
Skill to supervise the work of others

Preferred

Experience in the supervision of employees preferred
Experience in the supervision of third-party vendors preferred
Criminal justice experience preferred
Current valid certification as a Project Management Professional (PMP) or a Program Management Professional (PgMP) preferred
Licensed as a Professional Engineer in any state preferred
Registration as an Architect in any state preferred
Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred
