Preventive Maintenance Program Manager

Responsibilities
Develop, implement, and maintain preventive and predictive maintenance schedules, procedures, and programs using reliability engineering methodologies such as RCM, Failure Mode and Effects Analysis (FMEA), and criticality ranking, aligned with manufacturer guidelines, historical failure data, operational needs, and Texas regulatory standards
Administer and optimize the Computerized Maintenance Management System (CMMS) to automate, track, and report on preventive/predictive work orders, tasks, calendars, reliability metrics (e.g., MTBF, MTTR, failure rates, PM effectiveness), and program performance
Lead reliability-focused analysis of maintenance data, KPIs, trends, and failure history to optimize PM frequencies, eliminate redundant tasks, prioritize high-risk assets, and recommend shifts to condition-based or predictive strategies
Conduct or facilitate root cause analyses (RCA) for recurring failures and implement corrective actions to refine the preventive maintenance program and prevent repeat issues
Integrate predictive maintenance tools (e.g., vibration analysis, thermography, oil analysis, IoT/condition monitoring) into the program, collaborating with reliability engineering resources (internal or external) to transition from time-based to reliability-centered approaches
Coordinate with operations, production, engineering, and reliability teams to schedule maintenance activities with minimal operational disruption while maximizing asset uptime and reliability in Texas's demanding environments
Supervise, train, and lead preventive maintenance technicians/coordinators; foster a culture of reliability excellence through training on best practices, RCM principles, and data-driven decision-making
Manage preventive/predictive maintenance budgets, forecast needs, control costs, and justify investments in reliability improvements or asset replacements based on life-cycle cost analysis
Ensure full compliance with OSHA, Texas Commission on Environmental Quality (TCEQ), Texas Department of Licensing and Regulation (TDLR), and other relevant standards, while promoting safety and environmental stewardship
Perform regular program audits, reliability assessments, and continuous improvement initiatives (e.g., PM optimization/PMO) to evolve the program toward world-class reliability performance
Serve as the key liaison for reliability-related reporting, audits, cross-functional collaboration, and stakeholder updates on program impact
Stay current on reliability engineering advancements, RCM best practices, predictive technologies, and Texas-specific industry requirements
Qualification
Required
Bachelor's degree in Engineering (Mechanical, Electrical, Industrial, Reliability), Facilities Management, or related field; or equivalent experience
5+ years in maintenance planning, preventive/predictive program management, or reliability roles, with 2–3+ years in supervisory/program leadership
Strong knowledge of reliability engineering principles, including RCM, FMEA, RCA, predictive maintenance techniques, and asset criticality analysis
Proven track record developing and optimizing preventive maintenance programs that incorporate reliability strategies to reduce downtime and costs
Proficiency with CMMS software and data analysis tools (e.g., Excel, Power BI for reliability metrics)
Valid Texas driver's license (or ability to obtain) and insurable driving record, if applicable
Excellent analytical, organizational, project management, and communication skills
Preferred
Certification such as Certified Maintenance & Reliability Professional (CMRP), Certified Reliability Leader (CRL), or similar reliability-focused credentials
Hands-on experience implementing RCM or reliability-centered programs in Texas industries (e.g., manufacturing, oil/gas support, utilities, higher education facilities)
Familiarity with predictive tools and integration into PM programs
Bilingual (English/Spanish) skills, advantageous in diverse Texas settings
