Facility Security Officer (FSO)

They are seeking an experienced Facility Security Officer (FSO) to manage and oversee all aspects of their industrial security program, ensuring compliance with federal security requirements.

Responsibilities
Serve as the primary point of contact for all security matters involving DCSA and other federal government security offices
Manage and maintain the company’s Facility Security Clearance (FCL) and oversee the subsidiary’s Top Secret FCL, ensuring compliance with NISPOM and DoD 5220.22-M
Administer the Personnel Security Program (PERSEC) for cleared employees, including clearance initiation, reinvestigations, and maintenance
Conduct initial and annual security briefings, debriefings, and continuous training for cleared and uncleared employees
Manage Visit Authorizations (VARs) and coordination with government security officers for classified meetings and site access
Oversee classified information management, ensuring appropriate marking, storage, transmission, and destruction procedures
Develop and enforce Standard Operating Procedures (SOPs), Technology Control Plans (TCPs), and Incident Response Plans for handling classified and controlled unclassified information (CUI)
Support contract-specific security requirements, including DD254 reviews, subcontractor coordination, and security-related input for proposals
Coordinate with IT and Compliance teams to maintain alignment with CMMC Level 2, NIST 800-171, and CUI protection requirements
Conduct and document self-inspections and support annual DCSA vulnerability assessments
Serve as the Insider Threat Program Senior Official (ITPSO) or work closely with that role to ensure compliance with Executive Order 13587
Maintain security records, correspondence, and documentation to support DCSA reviews and internal audits
Qualification
Required
Active Top-Secret Clearance
Minimum 7 years of experience in industrial security management within a federal contracting environment
Current or recent experience as an FSO, Assistant FSO, or equivalent role in a DCSA-audited organization
FSO Certification (via CDSE or other DCSA-recognized program)
Comprehensive knowledge of NISPOM, 32 CFR Part 117, and related security policies
Experience managing DISS, NISS, and e-FCL systems
Strong understanding of PERSEC, classified information protection, and facility security operations
Excellent communication, organizational, and problem-solving skills
Experience managing Insider Threat and CUI programs
Ability to work independently and maintain confidentiality in sensitive matters
Preferred
Familiarity with CMMC Level 2, NIST SP 800-171, and ITAR/EAR compliance frameworks
Working knowledge of Microsoft SharePoint, and secure collaboration tools
Experience managing the FSO function as a Service Desk to support end-user requests
