L&I IT BUSINESS ANALYST - SENIOR/SPECIALIST, Internal Only

Responsibilities
Lead subject matter experts through business analysis tasks to identify, document, and manage requirements using business analysis best practices
Conduct business analysis on technology solutions and their integrations, documented in a cost analysis model to support the agency’s decisions based on application health, contingencies and total cost of ownership
Lead and manage requirements gathering, stakeholder engagement, documentation and continuous improvement
Elicit and Document Business Requirements, System Requirements and Functional Requirements for business and system enhancements, work requests from system failures, new legislation, and other sources of change
Lead in-depth current state and future state systems analysis, identify and document agency needs, and provide alternative solutions and recommendations
Participate in project planning, project governance and the application of project management principles, methods, and practices assigned projects and initiatives
Conduct research and provide analysis to support business and IT decision making
Project Coordination including planning, resourcing, scoping, and managing IT project deliverables
Support Vendor Solutions, such as a Cloud Provider, Software as a Service (SaaS) & Custom off the Shelf (COTS)
Develop and deliver business process and system training
Lead project team in full testing process from planning through execution and user acceptance testing
Qualification
Required
Four (4) years of education in computer science, information technology, or a closely related field and a minimum of four (4) years of direct and consecutive IT experience
OR Two (2) years of education in computer science, information technology, or a closely related field and a minimum of six (6) years of direct and consecutive IT experience
OR Eight (8) years of direct and consecutive IT experience working full-time in a professional IT environment
Relevant IT experience includes but is not limited to performing IT systems analysis, or other closely related IT function; such as application development, performing complex data analysis, IT project management, database management and/or writing complex queries for reporting
The ability to take action to learn and grow
The ability to take action to meet the needs of others
Preferred
Certified or professional level certification as a business analyst from a recognized accrediting body (e.g. International Institute of Business Analysis (IIBA) or other)
One (1) year of experience supporting cloud systems or COTS type systems
Certification in LEAN methodologies
Certification as a Project Manager
