Responsibilities

Manage project managers and task leaders who conduct a variety of tasks from simple solutions to major technology implementations
Lead function by aligning business needs with appropriate ITD delivery paths
Serve in multiple IT integration roles from customer relationship management to facilitating understanding by IT solution architects of clear business needs
Oversee requirements development for IT solutions; business analysis and system testing
Oversee Business Architecture planning, development and implementation efforts
Oversee the re-engineering of major business processes
Oversee Data Management planning, development, and implementation efforts; overseeing successful execution of Data Science projects in collaboration with the Office of Strategic Innovation
Support change management initiatives by helping lead or manage organizational change throughout the organization
Provide compliance management by ensuring management and staff comply with required VITA, DHRM, VDOT, and ITD policy
Interacts with subordinates to provide leadership and guidance in managing the area
Directs, through subordinate supervisors, all program, operations, and staff in assigned areas
Performs managerial and technical work ranging from moderate to considerable difficulty
Responsibilities include planning, implementing, and improving systems and services
Interacts with customers to identify, plan, and perform actions to meet customer needs
Manage processes for each program area within the unit, and monitor and assess performance via tactical Key Performance Indicators (KPIs)
Provide effective management of ITD people, processes, policies, and technology
Ensure the development and performance improvement of assigned ITD staff
Actively contribute to the development and improvement of the ITD organization and all associated processes (especially the processes for project development and project delivery)
Champion adherence to ITD policies and processes
Apply effective management of ITD budget and fiduciary responsibility
Manage work throughput by monitoring and measuring progress to tactical KPIs that cross functional boundaries as well as unit specific measures
Manage delegated processes for each shared program area, and monitor and assess performance via tactical KPIs
Implement, maintain, and monitor functional specific processes and services
Ensure IT investments have demonstrated value and ROI for the executive Strategic Technology Board
Act in the capacity of Division Administrator when necessary

Ability to apply system engineering, management, planning, and accounting principles to projects
Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings

Ability to develop research methodologies, communicate research results and develop recommendations

Comprehensive knowledge of project management and program management metrics, techniques, and control processes
Comprehensive knowledge of strategic and tactical management of large, enterprise-wide technology programs
Experience in strategic consulting, performing quantitative analysis, preparing comprehensive analysis and executive level reports with recommendations
Extensive knowledge of VDOT's technology architecture and standards and depth and breadth of technology solutions
Extensive skill in requirement elicitation for software systems and applications using various techniques to elicit system and software requirements
Knowledge of application development life cycle processes and enterprise data practices
Knowledge of information system data processing methods, data analysis techniques and application systems maintenance
Knowledge of organizational change management
Knowledge of supervisory and human resource principles and practices to include hiring, discipline, performance management, and employee development
Skill in project management, productivity analysis, performance measurement, strategic planning
Skill in researching best practices and applying them to organizational guidelines and policies
Ability to drive results, build relationships, and influence senior management
Ability to elicit, organize, plan, and document complex requirements for computer systems that meet business needs

Preferred

A combination of training, experience, or education in Computer Science, Industrial Engineering, Systems Engineering, Business Administration, Economics, Statistics or related field desired
Ability to leverage data to analyze performance, develop insights, and effectively partner with and direct analytical resources to optimize operational effectiveness
Black belt six sigma certification
Experience implementing systems and software solutions
Experience in leading organization change management initiatives
Experience in strategic consulting, and preparing comprehensive analysis and executive level reports with recommendations, to include demonstrated experience leading change management initiatives
Experience leading IT professionals
Experience successfully facilitating small and large groups with a variety of customers
Experience with business information systems
Experience with data analysis, database management, or data mining
Experience working with or developing data visualizations through Business Intelligence (BI) tools
Extensive experience in leading Information Technology projects and experience in overseeing the complete IT systems lifecycle
Knowledge of industrial or system engineering practices and concepts relating to transportation issues with a track record of developing and leading successful process improvements
PMI Project Manager Certification
Progressively responsible experience with business information systems and requirements gathering
