Systems Analyst Sr.
Jefferson County, Colorado is seeking a Systems Analyst / Service Manager to support multiple enterprise software applications and act as a senior-level system administrator. The role requires deep technical expertise along with strong communication and service leadership skills to manage software stability, performance, and vendor relations.

Responsibilities
Support a portfolio of enterprise software applications, ensuring stability, performance, usability, and strong vendor management
Serve as the primary liaison between business stakeholders and technical teams
Lead enhancement planning, backlog prioritization, release management, incident response, and product roadmaps
Champion platform governance, quality assurance, and standardized processes
Manage API integrations, data flows, and cross-system workflows
Apply Agile practices to track work, communicate progress, and deliver solutions
Formulates and defines systems scope and objectives, participates in development including analysis, design, programming, testing and implementation. Proposes project scope and overall requirements; analysis of system capabilities and their utilization in meeting customer requirements; and design, programming and testing procedures. During the implementation phase, may develop plans and programs to convert the existing data to the new system. Determination of algorithms and procedures for data conversion. Plans and executes integration and acceptance testing, then creates system documentation and user training materials. Determines appropriate testing requirements and procedures. Delivers training to all levels of users. Develops plans and programs to convert the existing data to new systems
Operates, maintains, troubleshoots and repairs applications to ensure effective and reliable operation. Determines appropriate operations and maintenance processes and procedures. Modifies and/or updates the application and supporting environment to ensure reliable operation. Interfaces with internal and external technical resources to resolve conversion and/or production issues. Determination of root issues and creation of solutions
Writes and may review document procedures from less experienced staff members. Determination of structure, formatting and content of documentation
Evaluates new and existing hardware/software solutions and makes a recommendation based on implementation feasibility and cost. Determines solutions to be evaluated, evaluation criteria, each solution's match to the criteria. Understands all aspects of the system and how they work together to ensure a high performing, reliable, scalable application that meets the needs of the county. Includes a complete understanding of the underlying hardware and software architecture, and how the servers, databases, programming and maintenance of complex technical systems function

Qualification
Required
At least three years of systems administration experience with the installation and maintenance of systems for a significantly sized local enterprise
Bachelor's in computer science, Electrical Engineering, or Information Technology or equivalent technical training specific to system administration
MCSA, MCSE, MCSM, MCITP or MCTS (Exchange or Windows Server Highly Desired)
Criminal History and MVR Background Checks are required for every position
A valid Colorado driver's license is required for positions that drive on County Business in either a county or personal vehicle

Systems analysis ranked 1st
SQL development (SSIS / SSRS) ranked 2nd
Project management ranked 3rd
API integration, product ownership, and cross-functional project delivery
Enterprise systems administration experience
Experience leading incident response and system diagnostics
Experience designing enterprise architectures and planning for growth
Skilled in Agile methodologies
Five (5) or more years of experience
Excellent communication skills across all levels of the organization
Ability to translate technical information into business language
Experience with cloud-native, virtualized, and on-premises environments
Proactive mindset focused on reliability and continuous improvement
Local government experience
PMP/CSM, Microsoft SQL, ITIL, certifications
SSIS & SSRS experience
