Responsibilities

Performs the permitting and leasing of commercial structures on State-owned land and water bottoms, the issuance of rights of way across State-owned land and water bottoms, the management and tracking of assignments and leases and rights of way and renewals of these agreements pursuant to their terms, the permitting of reclamations from and fill of state-owned water bottoms, and the preparation for execution as grantor of construction permits for rights of way, surface and subsurface leases, boundary agreements, land sales, and other land rights contracts
Analyzes proposed or previously constructed projects or encroachments on State-owned lands and water bottoms to identify land rights and regulatory permits required. Negotiates, develops, and prepares complex land rights and contracts and ensures correctness of form of documents, correctness of property descriptions, and completeness of application requirements as required by law and policy
Determines whether or not a permit, lease, or right of way is required for the construction activities, and if required, determining the proper type of land rights contract and/or construction permit required. Assists the applicant with the preparation, execution, and submission of same
Maintains recordkeeping of land rights information to log newly issues permits, rights of way, leases, land sales, boundary agreements, and other agreements
Gathers information on State-owned land and water bottom encroachments, including information extracted from abstracts of title and limited title chains, adjacent property ownership information, property descriptions, average leased, etc

Required

Three years of experience in a lands administration field
Six years of full-time work experience in any field
A bachelor's degree
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field
