Building Control System Manager

Responsibilities
Provide general supervision of department employees, currently including three BAS technicians, with anticipated future growth
Coach, develop, mentor, and support employees to achieve individual and departmental performance objectives
Coordinate the hiring, onboarding, and training of new employees
Manage employee performance, including performance reviews, merit recommendations, and corrective or disciplinary actions as required
Oversee workforce administration, including timecard approvals and auditing for accuracy, pay codes, hours worked, and work order documentation
Establish and maintain effective communication routines to align staff on daily priorities, safety considerations, and operational impacts
Ensure coverage and continuity of operations during vacations, absences, after-hours events, and emergencies
Communicate and enforce organizational policies, procedures, and expectations
Lead employees in safe work practices and promote a strong safety culture
Ensure compliance with OSHA requirements and University safety policies
Coordinate position-specific technical, safety, and systems training
Monitor employee licensing and certification requirements and ensure compliance
Provide a high level of customer service for facilities and BAS-supported systems in assigned buildings
Serve as the primary facilities and systems liaison for assigned customers and stakeholders
Maintain regular communication with customers regarding planned work, work in progress, and completed work
Review periodic service reports with customers, including work performed, system issues, and recommendations for future repair, replacement, or project needs
Respond to customer questions, complaints, and feedback in a timely and professional manner
Ensure employees are trained on customer service standards and expectations and consistently engage customers during service delivery
Work closely with Facilities Operations managers and supervisors, including HVAC, electrical, and plumbing teams, to diagnose, coordinate, and resolve complex HVAC and building system issues
Support Operations staff by leveraging BAS data and system insight to inform troubleshooting, prioritization, and corrective actions
Utilize facilities management, reporting, and customer feedback systems to monitor service levels and communicate outcomes
Review work orders for accuracy and completeness, ensuring proper documentation of labor, materials, and system impacts
Perform regular work order audits for quality control, including hours assigned, materials used, and completion timelines
Monitor work order completion rates and service levels, establish KPI benchmarks, and initiate corrective actions as needed
Monitor and manage maintenance backlogs in coordination with Facilities Coordination Center (FCC) staff
Review KPI and performance data, identify trends or problem areas, and collaborate with Asset Management and other partners to develop corrective actions
Conduct regular field audits of completed work, document findings, and implement training or process improvements as needed
Tour assigned spaces, including mechanical and controls-related rooms, to assess quality, safety, and system condition
Ensure materials and parts are available in a timely manner by coordinating with warehouse and procurement staff
Leverage mobile tools and applications to improve field efficiency and data accuracy
Participate in preventative maintenance or similar operational coordination meetings as required
Provide operational oversight of building automation and control systems in assigned facilities
Work closely with the Building Controls System Analyst to support BAS performance, system configuration, troubleshooting, and adherence to University standards
Share responsibility with the Building Controls System Analyst for managing controls contractors, vendors, and system integrators
Utilize BAS data, trends, alarms, and analytics to identify operational issues and opportunities for system optimization and improved energy efficiency
Collaborate closely with the Campus Energy Manager to support energy management, demand reduction, and sustainability initiatives leveraging BAS capabilities
Support the integration, operation, and maintenance of metering systems, including electric meters and thermal (BTU) meters, that interface with the BAS and energy management systems
Participate in design review, commissioning, acceptance, and turnover of BAS and controls systems for capital projects and major renovations
Assist in planning for future BAS-related system needs, upgrades, and capital investments
Provide operational oversight of the University’s chilled water and central cooling systems, including air-cooled chillers, water-cooled chillers, cooling towers, absorption chillers, and associated distribution systems
Coordinate with Facilities Operations managers, HVAC staff, and external service providers to support reliable and efficient operation of chilled water systems
Manage and oversee service contracts related to chiller and cooling tower maintenance, including coordination of scheduled maintenance, troubleshooting, performance reviews, and vendor responsiveness
Utilize BAS data, metering, and system analytics to monitor chiller performance and support optimization of plant sequencing, load management, and energy efficiency
Collaborate with the Campus Energy Manager to support energy management strategies related to chilled water production, peak demand reduction, and sustainability initiatives
Participate in planning, design review, commissioning, and acceptance of new or upgraded chilled water and cooling infrastructure
Support seasonal changeover planning and coordination for cooling systems in collaboration with Operations and Energy & Utilities staff
Manage assigned operational budgets, including forecasting, monitoring expenditures, and addressing variances
Participate in the annual budgeting process and long-term resource planning
Review and approve operational expenditures, including purchasing card transactions and travel, in accordance with University policies
Review daily and nightly operational reports and follow up on required action items
Assist other departments and project teams as needed to support facilities and capital initiatives
Participate in construction, coordination, and project meetings as required
Serve on Division and University committees as assigned
Qualification
Required
Bachelor's degree in a related field with five years of experience in building automation systems, Associate's degree in a related field with seven years of experience in building automation systems, or an equivalent combination of education and relevant experience
Demonstrated hands-on experience with building automation systems used for HVAC control and building systems integration
Experience supporting, operating, or managing BAS platforms in an institutional, commercial, or industrial environment
Strong knowledge of building automation systems, HVAC systems, and integrated building systems
Ability to interpret system data, trends, and alarms to support troubleshooting, optimization, and performance improvement
Working knowledge of chilled water systems, central cooling plants, and related HVAC infrastructure
Ability to coordinate work across organizational boundaries, including collaboration with operations staff, engineers, energy managers, and external vendors
Strong organizational, communication, and documentation skills
Ability to prioritize work, manage multiple initiatives, and respond effectively to operational issues and emergencies
Preferred
Supervisory or lead experience in a technical, facilities, or building systems environment
Experience managing or coordinating contractors and vendors supporting building automation systems or HVAC equipment
Experience supporting chilled water plants, cooling towers, or central cooling infrastructure
Experience working in a higher education, healthcare, research, or other large institutional environment
Experience supporting energy management, sustainability initiatives, or BAS-enabled optimization programs
Familiarity with enterprise CMMS, analytics, and performance reporting tools
