Project Controller II

The Texas Department of Transportation is seeking a Project Controller II to oversee construction projects within the Houston District. This role involves managing the financial health of projects by analyzing schedules, costs, budgets, and revenue, as well as communicating project status to stakeholders.

Government Administration

Responsibilities

Assists in, and makes recommendations for, the reporting of the schedule and financial aspects of projects for the Department
Prepares and presents financial statements, creating and maintaining a project’s budget and forecasts
Conducts and makes recommendations concerning project audits, manages project schedules, analyzes progress reported against the work schedules and recommends actions to improve progress
Assists in and makes recommendations concerning the change management process by evaluating the reason for the change to the project schedule and budget, processing the Change Order request, and revising the project schedule and estimate baselines
Updates, evaluates, and makes recommendations concerning the accuracy of the project forecast by assessing actual cost incurred and physical progress achieved for all phases of the project
Makes presentations to management and project teams
Performs project monitoring and data collection to determine if a project is progressing according to budget
Performs critical path analysis, prepares and updates resource loaded schedules, and maintains a schedule based earned value system on projects
Prepares monthly project reports on costs and schedules; develops and customizes layouts and reports for coordinators and managers to view the schedule and essential controls data in various ways
Performs other job responsibilities as assigned

Required

Bachelor's Degree in Construction Science or Management, Business, Engineering, Finance or related field. Relevant work experience may be substituted for degree on a year per year basis
3 years in project cost accounting, estimating, financial reporting, Critical Path Method scheduling or related experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate education may be substituted for experience on a year per year basis
Valid driver's license. This position requires driving a state vehicle
Extensive knowledge of project scheduling and coordination activities
Extensive knowledge of Critical Path Method for managing projects
Extensive knowledge of cost estimating and cost controls
Extensive knowledge of project accounting/activity-based costing
Considerable knowledge of scheduling cost, and risk control systems
Considerable knowledge of budgeting methods and procedures
Expert skill in using computers, applicable programs, applications, and systems
Expert skill in planning, directing, coordinating and scheduling
Ability to communicate effectively with all levels of management and employees
Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals
Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs
Standing - prolonged periods of time
Repetitive Motion - substantial movements of the wrists, hands, and/or fingers
Close Visual Acuity - work includes data/figures; view a computer screen; extensive reading
Must be able to report for duty within 2 hours of notification on a 24-hour basis to respond to emergency situations
Must be able to work in outdoor/construction site environment
Will be required to drive TxDOT vehicle on a frequent basis

Preferred

Extensive experience in Heavy Highway Construction preferred
Must have experience in project cost accounting, estimating, and Critical Path Method scheduling
