ASSISTANT DIRECTOR FOR TREATMENT AND RECOVERY (Program Manager Senior II)

The State of Maryland is seeking an Assistant Director for Treatment and Recovery within the Behavioral Health Administration. This senior level position will oversee publicly funded behavioral health services and provide managerial support, policy development, and project management to improve service quality and program outcomes.
Government Administration

Responsibilities

Assist the Director of Treatment and Recovery with providing senior managerial oversight of all publicly funded behavioral health services for adults and older adults
Provide supervision, on-boarding new staff, mentoring managers, developing policies, and project management
Ensure timely response to constituents
Lead and manage the day-to-day operations and administrative service aspects of the Division
Provide oversight and direction over the program service area
Provide technical assistance to local jurisdictions with addressing clinical related treatment issues and improving service quality
Track communication flows, assist with resolving issues, follow-up on critical incidents, oversee budgets, coordination of care, access to care, implementation of Medicaid waivered services, and other personnel related issues
Provide clinical oversight and recommendations for improving program outcomes
Conduct data analytics

Required

Bachelor's degree from an accredited college or university
six years of health or human services administrative or professional experience
three years at a supervisory or managerial level
A Master's degree from an accredited college or university will substitute for one year of the general experience
A Doctorate will substitute for two years of the general experience
Additional experience will substitute on a year-for-year basis for the college degree

Preferred

Knowledge of and/or experience with behavioral health systems and services as well as an understanding of the associated support systems, policies and best practices
Experience working with grants including federal, contracts, financial resources and complex processes
Experience leading a team
Strong organizational and time-management skills, including managing multiple projects and meeting deadlines
Preference will be given to candidates with clinical experience and degree
