Responsibilities

Act as the CDOT subject matter expert to stakeholders concerning SWMP design requirements and processes
Research and evaluate existing SWMP design processes to streamline procedures and ensure consistency across projects
Collect input from COT SWMP designers to enhance and refine the SWMP Design Program
Create standard procedures to ensure an efficient, consistent SWMP design process
Incorporate multiple permit requirements into SWMP templates to maintain compliance with all regulations
Provide updated SWMP design templates to help project teams minimize compliance risks
Gather feedback from active CDOT projects to better align SWMP Design program elements with the needs of Engineering, Environmental, Contractor, and Maintenance teams
Partner with the MS4 Construction Program Manager to lead revisions to statewide Standard Specifications and M&S Standards for water quality
Monitor SWMP Design program compliance with established permit procedures and requirements
Oversee consultants providing SWMP Designer Certification and Recertification training
Provide targeted training for SWMP Designers, CDOT staff, and consultants
Work with stakeholders to create and update SWMP Preparer training and specifications to enhance compliance statewide
Oversee scheduling, registration, and materials for training classes
Assess stormwater requirements for CDOT projects and integrate them into designs
Provide input to CDOT specifications, standards, and SWMP narratives to minimize compliance risks on CDOT projects
Serve as liaison between CDOT Water Quality Construction and Design Engineers concerning SWMP design
Explore CDOT processes concerning SWMP Design and recommend ways to increase efficiency
Coordinate and collaborate with subject matter experts to develop new or revise existing water quality specifications and standards
Draft standards, specifications and SWMP templates as a technical writer for the Water Quality Section
Develop SWMP design templates while ensuring these documents are relevant and reduce compliance risks on CDOT’s projects
Oversee SWMP template revisions
Advise on SWMP design criteria to minimize project under/overages
Update policies, manuals, and website content to align with current Water Quality program requirements
Create bulletins and directives to share updates on the SWMP Design Program
Coordinate with CDOT Engineering to align project design criteria with MS4, CDPS-SCP, and other regulatory requirements
Support SWMP development and review upon request from CDOT Regions
Review completed CDOT projects with teams to evaluate designs and offer improvement recommendations for future SWMP projects

Required

Must Total At Least Eight (8) Years And Include
Four (4) years of experience in environmental science, environmental engineering, hydrologic science, water resources science, watershed science, natural resources management, natural sciences, biology, earth science, geotechnical, urban planning, landscape architecture, construction management or a field closely related to the major job duties
AND at least four (4) years of experience in stormwater management, water quality, or hydrology
A combination of relevant education and experience equal to at least 8 years
Education from an accredited college or university in environmental science, environmental engineering, hydrologic science, water resources science, watershed science, natural resources management, natural sciences, biology, earth science, geotechnical, urban planning, landscape architecture, construction management or a field closely related to the major job duties will be considered
Experience in stormwater management, water quality, or hydrology will be considered
Must pass a pre-employment screening which may include social security number trace, criminal records check, public court records check, educational records, and driving records checks
A current, valid driver's license is required for all Colorado Department of Transportation (CDOT) positions that require operating a state or personal motor vehicle to perform one or more essential functions of the position

Extensive knowledge of and experience with federal, state, and local regulations and laws pertaining to Water Quality
Extensive knowledge of and experience with water quality requirements and regulations, especially related to transportation project permits required for construction and operations
Extensive knowledge of/experience with MS4 Permit requirements
Knowledge of/experience with Colorado Discharge Permit System Stormwater Construction Permit (CDPS-SCP), Industrial and Dewatering permit requirements regarding SWMP
Experience developing and administering training on water quality topics
Understanding of or experience with design or construction in project delivery
Understanding of construction design processes
Proven ability to manage multiple assignments, priorities, and projects in a demanding environment
