Student Loan Borrower Program Director

Responsibilities

Develop educational materials for federal student loan borrowers including new applicants and current borrowers
Work with the Mayor’s Office of Education communications director to develop and manage public content
Provide regular updates to City departments and partners on the student debt landscape
Develop and facilitate regular trainings and webinars
Work with City departments and non-profits to provide public outreach and education regarding student debt
Amplify awareness of student debt scams and strategies to avoid them
Track phone and web inquiries and provide basic information and referrals to the borrowing community
Identify and implement strategies that link federal loan borrowers to individualized financial and debt counseling
Identify and coordinate with internal and external partners providing financial counseling services
Develop programs to provide access to financial counseling and loan management strategies to City of Philadelphia residents
Provide access to information to borrowers seeking to avoid or manage loan default
Work with City departments to promote public service loan forgiveness
Identify policies and processes that can streamline employment certification for current and former City employees
Develop a program or programs to support public service loan forgiveness awareness and application support for employees of educational institutions
Track activities, outcomes and provide quarterly reports
Identify and train staff to support programming efforts
Solicit, oversee and support vendor contracts
Prepare annual budget and performance metrics
Identify funding sources and secure funding to support internal and external efforts
Draft and submit grant reporting as needed

Required

Bachelor's degree in public policy, government, human relations, organizational management, social work or finance preferred
8-10 years' experience in government, a large nonprofit, an educational institution, or financial counseling organization
Deep knowledge of federal student loan repayment plans, regulations, and policies
Adept at communicating complex information using adult learning concepts
Knowledge of human resource principles and programs
Experience developing, monitoring and tracking programs in government or non-profit sectors
Must be detail oriented with the ability to work with diverse populations
Possess strong interpersonal skills
Excellent organizational skills required
Excellent oral and written communication skills required
Capacity to analyze and manage data associated with federal student loans
Ability to build a strong and collaborative team
Experience building and tracking budgets and completing financial reports
Experience working with confidential and personal information
Unquestioned personal and professional integrity
Excellent oral and written communication skills
Ability to cultivate relationships with senior level managers in government and non-profit entities
Comfortable speaking in public
Ability to engage with a diverse array of residents and stakeholders
Commitment to equity and inclusion

Preferred

Experience leading and implementing change in large institutions preferred
Fluency in Microsoft Office Suite, including Excel and PowerPoint
