Airlines Affairs Program Manager - Aviation Department
The City of Phoenix Aviation Department is seeking a results-oriented professional to serve as the Airline Affairs Program Manager in the Business and Properties Division at Phoenix Sky Harbor International Airport. This position oversees the Airline Affairs team that manages the business tenant relationships with commercial airlines serving Phoenix Sky Harbor and is responsible for leading negotiations and managing all leases and business agreements for program tenants.

Responsibilities
Oversee the Airline Affairs team that manages the business tenant relationships with commercial airlines serving Phoenix Sky Harbor
Interact with private sector businesses, consultants, engineers, architects, attorneys, government entities, utility companies, and other City Department managers and staff
Provide direct daily supervision and leadership to a team of 2 professional staff members
Lead negotiations and manage all leases and business agreements for program tenants
Manage airport terminal space
Monitor tenant contract compliance for insurance, bonds, rental adjustments, and lease amendments
Monitor tenant business activity and accounts totaling over $200M in annual aeronautical revenue to the Aviation Department
Prepare the Section's annual operational budget estimate reports
Coordinate and staff the semi-annual Airport Airline Affairs Committee and the Airport Airlines Finance Subcommittee meetings
Qualification
Required
Bachelor's degree in Public Administration, Business Administration, Project Management, or a related field
Five years of professional experience in program and project management, preferably within a government or public sector environment
Working extended and irregular hours outside of Monday - Friday 7:00AM to 6:00PM, including nights, weekends, and holidays may be required based on airport event activity and/or emergency airport events
All finalists for positions are subject to a criminal background check applicable to the department or position
Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record
Preferred
Two years of experience involving decision making responsibility for projects or programs
Two years of supervisory experience, including hiring, training, performance evaluation and disciplinary actions
Three years of professional experience in airport property management, airline affairs or tenant relations within a medium or large hub commercial airport environment, or airport affairs with an airline
Experience managing professional staff
Experience working with SAP lease management system
Experience working with elected officials and senior management and executive staff
Experience negotiating, drafting, and administering lease agreements with airlines or aviation-related tenants
Experience working with airport rates and charges methodologies, including residual and compensatory models
Experience managing airport-airline agreements involving preferential and common use space leasing, terminal or gate allocation, and tenant operational coordination
Experience preparing annual operational budget estimates, including expenditure forecasting and financial analysis
Aviation industry credentials including but not limited to, Airport Certified Employee (ACE) credentials, Certified Member (CM) credentials, Accredited Airport Executive (AAE) credentials, U.S. Airport Professional Program (USAP) designation or any other aviation industry credentials
Master's degree in airport or aviation management, public or business administration, economics, or a related field
