ENVIRONMENTAL PROGRAM MANAGER (INTERDISCIPLINARY)
The NAVFAC Southeast is seeking an Environmental Program Manager to serve as the technical expert for the Installation Commanding Officer on environmental regulations and compliance. This role involves managing forestry practices, performing inspections, and developing environmental management plans while ensuring adherence to federal, state, and local laws.

Responsibilities
You will serve as the technical expert for the Installation Commanding Officer on National Environmental Policy Act (NEPA) regulations
You will serve as the technical expert for the Installation Commanding Officer on ensuring compliance with Federal, State and local laws related to environmental protection, cultural and natural resource management
You will serve as the technical expert for the Installation Commanding Officer on managing forestry practices to include timber management and prescribed fire
You will perform inspections to determine compliance with applicable permits and regulations
You will develop and implement INRMPs and ICRMPs balancing military needs with environmental stewardship
You will develop, review, and submit permit applications for managed programs
You will review and provide written comments for maintenance and construction project scopes of work, contracts, and design drawings
You will ensure proper completion of inspection records and reports for managed programs
You will prepare budget requests for funding of assigned programs and submit to higher authority
Qualification
Required
Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: 1) Solving complex problems involving environmental compliance and protection concerning a variety of construction, utility, real estate, and environmental actions; 2) Collecting and reviewing technical information on environmental activities using standard data gathering and analysis techniques; 3) Reviewing, applying, and coordinating cultural resources laws, rules, and regulations with stakeholders and government agencies; and 4) Making significant modifications to established methods, procedures, or approaches to abate environmental hazards, improve environmental management systems, or promote effective environmental stewardship
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess, for the series being applied for, the following: GS-0401 Professional Biological Science Series: Have a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position
GS-0819 Professional Environmental Engineering Series: Have successfully completed a bachelor's degree (or higher) in engineering
GS-1301 Professional Physical Science Series: Have successfully completed a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics
