Utility Agreement Writer - Engineering Specialist

The Utility Agreement Writer will serve as a liaison between MnDOT and utility owners, coordinating utility relocation and reconstruction work for highway projects.

Responsibilities
Obtaining, reviewing, and verifying that construction plans of trunk highway projects contain and presenting the utility plan content required by Minnesota statutes, determining which utilities are involved and to what extent each utility will be affected by the proposed construction, and determining eligibility for reimbursement of relocation costs
Assisting district personnel with utility coordination and issue notice and orders to all utilities affected by MnDOT construction projects
Developing and executing utility agreements for utility companies eligible for reimbursement
Monitoring the utility relocation progress during the construction of the facility to be relocated as specified in the agreement
Assisting with MnDOT's utility permitting process
Qualification
Required
Three (3) years of para-engineering experience that demonstrates understanding of utility design, permitting, and construction practices
Knowledge of construction practices and the cost of construction
Knowledge of highway construction plans sufficient to coordinate utility relocation and construction work
Preferred
Ability to read and understand MnDOT plans
Knowledge of real estate law as related to legal descriptions and deed forms, knowledge of common utility easement costs, and knowledge of easement valuations and acquisition practices
