Responsibilities

Works independently within the framework established by the Supervisor
Carries out recurring assignments such as providing administrative and technical support to the Nutrition and Food Service operations
Follow established procedures or instructions that specially describe how the work is to be done
Develops and monitors resources
Makes recommendations to the service regarding needs - distribution - or redistribution of resources
Administers budget for several fund control points
Serves as the budget and financial advisor for the Chief or designee
Develops - formulates - and provides all essential data for annual budget forecast
Tracks all expenditures and compares with budgeted - projected and on-hand inventories
Maintains budget control records and assures funds are used in accordance with the operating budget
Reviews fund requests from staff for adequacy - completeness - and conformance with procedural and technical requirements
Exercises fund control authority and establishes internal methods of control to ensure funds are used according to operating plan and within regulations
Advises on status and availability of funds
Processes all vouchers with the appropriate office and carries out any needed follow-up
Establishes and maintains a procurement system for expendable supplies and equipment
Reviews and submits 1358s - 2237s for funding of purchase orders
Assists with reviewing and submitting for other office requests for supplies - equipment - and services
Applies administrative rules - regulations - and procedures associated with recording reporting - processing - and keeping track of budgetary transactions
Maintains various reports and uses designated ledgers to account for cost accounting operations
Participates in compiling - consolidating - checking and arranging funding data in requests to cover projected annual operating expenses
Completes various calculations to assess service's subsistence and supplies - equipment and personnel costs
Prepares various documents to assist with formulating and analyzes the service's current budget
Prepares required documentation to resolve discrepancies with cost reports - budget analysis or other service-related needs
Assists with preparing correspondence of routine and non-technical tasks and assignments
Assists with performing other general clerical duties
Prepares and inputs QPI data for review and submission
Assists with development of internal tracking mechanisms to assist with quality assurance and control
Serves as back-up timekeeper for the site

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement
For a GS-05 position: Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment
For a GS-05 position - you must have served as a GS-3 or higher
For a GS-06 position: you must have served 52 weeks at the GS -05
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials
If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement
In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment
One year of specialized experience equivalent to at least the next lower grade GS 4 in the normal line of progression for the occupation in the organization
Examples of specialized experience would typically include - but are not limited to: assisting with maintaining budgets; working with purchasing requests; entering budgetary transactions into a computerized budgeting system; performing clerical duties in support of finance or accounting operations; and preparing correspondence
NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment
Specialized Experience GS 6: You must have one year of specialized experience equivalent to the GS 05 grade in the federal service
Examples of specialized experience would typically include - but are not limited to: administering and maintaining budgets from various function sources; working with purchasing requests; entering and tracking budgetary transactions into computerized budgeting systems; performing clerical duties in support of finance or accounting operations; and preparing correspondence and reports
OR - Education for GS 05 only: Applicants may substitute education for the required experience
To qualify based on education for this grade level you must have successfully completed four (4) years above high school in any field which high school graduation or the equivalent is the normal prerequisite
The education must have been obtained at an accredited business - secretarial or technical school - junior college - college or university
NOTE: Transcripts must be submitted with your application materials
Education cannot be credited without documentation
OR - Combination: Applicants may also combine education and experience to qualify at this level
You must have an combination of specialized experience and education beyond
You must have an equivalent combination of successfully completed post-high school education (beyond the second year) and specialized experience - as described above - which meet the total qualification requirements for this grate level
This education must have been obtained at an accredited business - secretarial or technical school - junior college - college or university

You will be rated on the following Competencies for this position: Clerical Computer Skills Control of Funds Cost Accounting Plan and organize work
Experience refers to paid and unpaid experience - including volunteer work done through National Service programs (e.g. - Peace Corps - AmeriCorps) and other organizations (e.g. - professional; philanthropic; religions; spiritual; community; student; social)
Volunteer work helps build critical competencies - knowledge - and skills and can provide valuable training and experience that translates directly to paid employment
You will receive credit for all qualifying experience - including volunteer experience
Note: A full year of work is considered to be 35-40 hours of work per week
Part-time experience will be credited on the basis of time actually spent in appropriate activities

Physical Requirements: The work is sedentary
Occasionally requires carrying of light objects such as files - books and papers
Work involves bending - stooping - standing - walking - carrying less than 15 pounds and using a computer terminal

Preferred

One year of specialized experience in VA Fund Controls - Cost Accounting - and Budget Administration; knowledge of maintaining records; and use of various software applications - databases - and automated systems to accomplish work
Experience as a budget technician/assistant administering a budget for a food/nutrition operation within a healthcare environment involving several fund control points
Tracks expenditures and compares them with budgeted - and on-hand inventories
Reviews fund requests for adequacy - completeness and conformance with procedural and technical requirements
Ensures control of funds are used according to appropriate operating plans and regulations
Maintains a procurement system
Records - reports - processes - and keeps track of budgetary transactions to include credits - receipts - transfers - allotments - withdrawals - obligations and outlay of funds
Maintains various reports and uses ledgers to account for cost accounting operations
Complies - consolidates - checks and arranges funding data in requests to cover projected annual expenses
Utilizes a variety of computerized accounting/financial/budget systems - applications and/or software for tracking - maintaining - reporting purposes
Performs clerical duties such as preparing various correspondence - preparing/processing vouchers and various forms
Experience as a budget technician/clerk assisting with administering a budget
Tracks expenditures and compares them with budgeted - projected - and on-hand inventories
Reviews fund requests for adequacy - completeness and conformance with procedural and technical requirements
Ensures control of funds are used according to appropriate operating plans and regulations
