Wage Enforcement Coordinator
NEOGOV is seeking a Wage Enforcement Coordinator for the City of Toledo. This role is responsible for monitoring and enforcing compliance with local wage laws and regulations, conducting inspections, and coordinating with various city divisions to ensure adherence to taxation laws.

Responsibilities
Must have good de-escalation skills and conflict resolutions while dealing with businesses and the general public
Monitors established procedures for contractor or subcontractor compliance with the reporting requirements with filing and paying Toledo income taxes along with local, state and federal laws governing prevailing wage
Attends pre-construction meetings to establish guidelines with contractors for compliance with Toledo income tax laws along with local, state and federal laws governing prevailing wage laws
Makes on-site inspections of area business locations to verify information on file
Investigates whistle blower forms submitted to the Taxation Division
Serves subpoenas on behalf of the Taxation Division
Reviews payroll reports of employees' wages submitted by businesses
Makes unannounced field inspections to assure that employees are working within the guidelines as specified by Toledo income tax laws along with local, state and federal laws governing prevailing wage
Maintains files of employees' payroll records submitted by businesses
Coordinates with City divisions in locating potential non-filing businesses or individuals in regards to Toledo income tax laws
Follows record retention guidelines established by the State of Ohio, and disposes of payrolls in an appropriate manner
Performs related tasks as required
Qualification
Required
Must have good de-escalation skills and conflict resolutions while dealing with businesses and the general public
Knowledge of local wage theft laws, payroll procedures and documentation
Knowledge of salary and benefits administration
Knowledge of personal computers and database programs
Knowledge of internet access procedures
Knowledge of investigative and interviewing methods and techniques
Knowledge of some construction procedures
Knowledge of some construction tools, materials and equipment
Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems
Skill in identifying complex problems and reviewing related information to develop and evaluate options and implement solutions
Skill in selecting and using training/instructional methods and procedures appropriate for the situation when learning or teaching new things
Skill in writing and speaking that is easily understood by others
Ability to work with individuals of diverse backgrounds
Ability to establish and maintain effective working relationships with subordinates, peers, superiors, vendor representatives and clients
Ability to review, analyze and evaluate data objectively and make appropriate recommendations
Ability to maintain confidentiality
Ability to prioritize work; manage time to meet deadlines
Ability to read, interpret, explain and apply prevailing tax laws and wage theft laws
Ability to read and interpret the Toledo Municipal Code in regards to Taxation
Ability to follow detailed instructions and procedures
Ability to communicate effectively orally and in writing
Ability to multi-task in a fast-paced environment
Ability to work in an environment that may include noise, inclement weather, heights, moving machinery and other factors encountered at construction sites
A valid state-issued driver's license
Associate's Degree from an accredited college in Accounting, Business, Criminal Justice or a closely related field
Three (3) years of experience in degree related area or related areas including accounting; wage or benefit administration or enforcement; contract administration or enforcement; or law enforcement or investigator
If a candidate does not possess an Associate's degree individuals who possess a high school diploma or equivalency and five (5) years of experience in one or more of the following areas or related areas are qualified, accounting; wage or benefit administration or enforcement; labor relations contract administration or enforcement; or law enforcement or investigator experience
