ASSISTANT DIRECTOR, TELECOMMUNICATIONS, GAS & WATER DIVISION PROGRAM MANAGER III
The State of Maryland is seeking a skilled and motivated individual to join its Telecommunications, Gas, & Water Division as an Assistant Director. This role involves ensuring the efficient regulation of critical public utilities and contributing to policy shaping and pricing in essential service industries.

Responsibilities
Lead and conduct economic and regulatory analyses to support Commission decisions on telecommunications, gas, and water services
Prepare expert testimony, policy reports, and economic studies to inform rate-setting and regulatory policies
Collaborate with accountants, engineers, and attorneys to determine appropriate pricing, policy, and service terms
Represent the Division in working groups tasked with developing new regulations, reports, and agreements that support the Commission's regulatory mandate
Analyze market trends and the economic impacts of regulatory decisions
Contribute to the development of innovative policies that balance economic efficiency, consumer protection, reliability, and environmental sustainability
Assist the Division Director in the supervision of junior Economists; this includes conducting performance evaluations as well as leading or guiding junior Economists in the preparation of their expert testimony, comments, or other work assignments
Represent the Division in stakeholder workgroups and technical conferences
Assisting in the overall management of the Division’s workflow and product quality
Qualification
Required
Possession of a Bachelor's degree from an accredited college or university in Economics, Engineering, Finance, Statistics, Mathematics, Public Policy, or a closely related field
Three years of relevant professional experience in economic analysis, preferably in utility regulation, the energy sector, water sector, telecommunications sector or a related field
A Masters degree may be substituted for one year of the required experience
Strong quantitative, analytical, and problem-solving skills
Proficiency in economic theory (microeconomics, industrial organization, regulatory economics) and its application
Experience with statistical analysis, econometrics, and economic modeling software
Excellent written and oral communication skills, with the ability to explain complex economic concepts to diverse audiences
Ability to work independently and collaboratively in a team-oriented environment
Sound professional judgment and a commitment to ethical public service
Employees assigned duties which require the operation of a motor vehicle will be required to possess a motor vehicle operator's license valid in the State of Maryland
Preferred
An Assistant Director with a passion for energy, water or telecommunications policy, strong analytical capabilities, and a desire to work in public service
The PSC welcomes experienced applicants with strong leadership skills
Knowledge of the electric utility industry, energy markets, or regulatory processes is highly desirable
