Mental Health Administrator 3/ Assistant Program Director

The State of Ohio's Department of Developmental Disabilities is seeking a Mental Health Administrator 3/Assistant Program Director to oversee program services at the Gallipolis Developmental Center. The role involves planning, directing, and ensuring compliance with programmatic services while supporting individuals with developmental disabilities and their access to community participation.

Responsibilities

Directs various program services to ensure that individuals are afforded the least restrictive environment while receiving the programmatic services outlined withing their Individual Service Plans (ISP)
Plans, directs, & oversees, the implementation of programmatic services & active treatment throughout the Developmental Center
Develops, manages & monitors programmatic systems for input into the ISP & other interdisciplinary team functions
Ensures compliance with all standards & regulations
Prepares reports regarding progress & status of quality services & delivery
Acts as an assistant to the Program Director (e.g. functionally supervises & evaluations the programmatic services implemented by the Qualified Intellectual Disabilities Professionals (QIDP) & Residencial Care Supervisors (RCS))
Monitors QIDP staff to ensure compliance with federal & state regulations
Reviews policy related to Therapeutic Program Worker (TPW) staffing, ISPs & recommends changes or revisions as appropriate
Provides information to the Program Director regarding material consumer & staffing needs
Provides input & assistance regarding systematic programmatic concerns
Trains & monitors supervisors implementation of active treatment
Reviews ISPs, interdisciplinary team meetings, consumer services, etc
Works with community resources to facilitate connection with day service & employment providers
Acquires new service opportunities through other public and provide providers to meet the needs of those served
Evaluates the effectiveness of on & off campus service delivery & coordinates efforts with other department heads & external stakeholders to ensure positive change
Develops policy & procedure for the implementation of programmatic services & evaluations the effectiveness of service delivery
Supervises assigned staff (e.g. completes performance evaluations, monitoring, coaching, & approves leave requests)
Participates in various meetings (e.g. House Meetings, Administrative Staff, QIDP/RCS, Citizens Advisory Council, Human Rights Committee, Health & Safety Committee, Psychotropic Medication Review) to oversee &/or ensure programmatic services, individual welfare & advocacy
Formulates & implements program policy, or plan, coordinate, direct referral for home community-based services Medicaid waivers program for eligible individuals
Serves as liaison to county boards &other public & private entities that provide services
Supports the Program Director with collateral information gathering & communication with county boards in preparation for DC admission
Supports the QIDP(s) in ensuring community providers are adequately trained & supports the DC discharge process
Communicates with Community Resource Coordinator (CRC) to stay abreast on individuals receiving Technical Assistance Support or needing short term stabilization
Acts as programmatic liaison with community agencies
Remains up to date regarding trends within the field

Required

24 mos. exp. in development & implementation of treatment/habilitation plans for individuals who are mentally ill or developmentally disabled & working as part of inter-disciplinary team to assess individual's needs & abilities
12 mos. exp. as lead worker providing work direction & training for other employees
12 mos. trg. or 12 mos. exp. in state &/or federal regulations & standards governing care, custody & programming of consumers/residents in mental health or developmental centers
6 mos. exp. in writing or assisting in development of policies, procedures, goals & objectives of operational unit or program of agency or firm
1 course in manpower planning or 3 mos. exp. scheduling staff to ensure adequate coverage or projecting adequate staff levels
3 mos. trg. in budgeting or 3 mos. exp. preparing or assisting in preparation of budget for operational unit or program of agency or firm
completion of undergraduate core program in mental health & developmental disabilities technology, social work or comparable field (e.g., child & family community services), special education, psychology or rehabilitation
6 mos. exp. as Mental Health Administrator 2, 65222
equivalent of Minimum Class Qualifications for Employment noted above
