Systems and Network Administrator
The U.S. District Court - Southern District of New York is seeking a Systems and Network Administrator to oversee the court unit's information and technology networks and systems. The role involves troubleshooting server issues, maintaining system operations, and ensuring the efficiency of network infrastructure.

Responsibilities
Manage and oversee the court's network infrastructure - includes planning, installation, management and support of routers, switches, firewalls, and controllers
Serve as the primary point of escalation for complex technical issues from the helpdesk and desktop teams
Monitor and manage the team's ticket queue via email to ensure timely resolution and adherence to SLAs
Oversee the imaging, deployment, maintenance, and inventory management of all desktop/laptop hardware, software, and peripherals
Coordinate with Network, Systems, and Security teams for major incidents or changes affecting end-users
Provide technical expertise as a team member in the development and operational support of the court's systems and services, assist with routine problems; problems that are not quickly resolved are escalated to the Assistant Systems Manager
Develop specific systems features to satisfy local court unit needs. Make adaptations to national systems or plan, develop and or acquire specific systems for the U.S. District Court, when needed
Monitor versions of systems to ensure continuity throughout the court
Administer and maintain web access. Provide guidance and assistance to users on applications such as Office 365 apps and other Court systems
Administer and maintain end user accounts and provide end user training as required
Manage Microsoft Active Directory on a Windows Server platform. Administer and maintain network end-user accounts and access rights
Create and run reports. Install upgrades or new or revised off-the shelf/desktop releases. Set up, configure, install, and document hardware and software
Provide support for mobile computing devices and remote access. Confirm that back-ups are run
Establish and maintain system operating procedures, protocols, data security, backup plans, and user permissions
Develop and maintain local court technical documentation for administered systems
Monitor day-to-day operations of the equipment and systems and provide systems backups and verify the validity of data
Maintain contact with other information technology court personnel at different locations and levels for the purpose of keeping abreast of developments, techniques, and user programs
Design, test, and deploy new or enhanced servers including resident software services
Support the court's current LAN/WAN network environment and integration into future unified communications networking systems
Perform other related duties as required
Qualification
Required
Two years of specialized experience, or completion of a master's degree or two years of graduate study (27 semester or 54 quarter hours) in an accredited university in business or public administration, political science, criminal justice, law, or other fields closely related to the subject matter of the position
Two years of specialized experience for the CL-29 level
Progressively responsible experience that is in, or closely related to, the work of the position that has provided the knowledge, skills, and abilities to successfully perform the duties of the position
Specialized experience in communicating technical information effectively (orally and in writing) to end users in a manner that they comprehend
Using the latest available electronic technology and hardware and software programs
Implementing, operating, and documenting information technology systems considering both hardware and software issues
Performing software and hardware maintenance and troubleshooting
Demonstrated ability to work with a variety of automated systems
Ability to communicate effectively and respectfully with customers at all levels, providing superior customer service and resolving difficulties while complying with regulations, rules, and procedures
Exhibiting dependability, accountability and commitment
Displaying professionalism, confidentiality, high integrity, and sound ethics and judgement
Exhibiting excellent organizational skills and experience handling multiple tasks at once
Preferred
Knowledge of or the ability to learn court operations, functions, and organizational structure
Knowledge and some experience in the theories, principles, practices and techniques of network administration and security, IT networks, network traffic, computer hardware and software, and data communications
Ability to identify security risk
Some knowledge of anti-malware and endpoint security controls
Thorough understanding of IT policies and procedures
Ability to consistently demonstrate sound ethics and judgment, maintain court confidentiality and security requirements, and comply with the Code of Conduct for Judicial Employees
Must have excellent interpersonal skills and the ability to effectively communicate (orally and in writing) to individuals and groups to provide information, exceptional customer service and resolve difficulties while complying with regulations, rules, and procedures
Skill in translating and documenting technical terms into non-technical language
Skill in training non-automation personnel in automation techniques and processes
Ability to provide and exchange accurate and timely information with individuals within and outside the court
