Senior Programmer Analyst

The State of Maine's Department of Administrative and Financial Services is seeking a Senior Programmer Analyst to join their MaineIT Applications Team. This role involves developing and supporting custom software applications, particularly focusing on the Application Inventory and IT Budget Applications, while working collaboratively with a technical team.

Responsibilities

Design, develop, test, and maintain application code
Partner with technical staff and end-users to test and refine your work
Work under limited supervision
Supervise, coach and train junior programmers
Comply with State of Maine standards for production, quality, and productivity
Train system end users, serve as an information resource, develop resource materials, and provide ongoing support
Respond to customer support escalations
Write documentation for system references

Required

Four (4) years of computer programming experience utilizing higher level languages including two (2) years at the Programmer Analyst level or equivalent -OR- a Bachelors Degree in Computer Sciences including two (2) years at the Programmer Analyst level or equivalent
A Masters Degree in Computer Science may be substituted for one (1) year of programming experience
Demonstrated ability to define and resolve complex technical problems independently
The ability to effectively communicate orally and in writing to both technical and non-technical audiences
Excellent organizational and time-management skills
Friendly and collaborative interpersonal skills
Experience working with Jira and Confluence
Experience with custom application design and development
Experience with relational database modeling and process flow diagrams
Experience developing abstract/sharable code and components for reusability and a shared code base
Experience with Oracle Database developing and supporting software applications
Extensive experience with Oracle PL/SQL. Including triggers, packages, procedures, functions and scheduled jobs
Experience with Oracle APEX or exposure to Oracle APEX and a willingness to learn quickly
Experience with Oracle and Oracle APEX Cloud implementations a plus
Experience with basic web technologies (HTML5, CSS3, JavaScript, AJAX, JQuery)
Experience with version control (GitHub)
Willingness to learn new technology and use new tools as needs change
