Planning and Data Specialist

Kansas Department of Health and Environment is seeking a Planning and Data Specialist to support their mission of improving and protecting the health and well-being of Kansans. The role involves researching and preparing state implementation plans and air-quality related documents, as well as performing statistical analysis of air data.

Responsibilities

Gather and perform statistical analysis of air data for State Implementation Plans and other relevant planning documents. Examples of such data could include special air emissions inventory studies/surveys; review and comment on air quality or meteorological studies performed by EPA, Regional Planning Organizations; assist in application of dispersion modeling, mobile modeling and reviews of such modeling; provide training and support of facility information and emissions within bureau databases

Required

High School, GED
Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State
Four years in meteorology, environmental science, natural science, or related field. Four years of experience in a relevant area may be substituted as determined relevant by the agency

Preferred

Four years of Engineering, Mathematics, Chemistry, Meteorology, Physics, Geology, Biology or Env. Science
Meteorology Degree or 2 year's experience performing meteorological forecasts
Word, Excel, PowerPoint, Access
Proofreading, editing, attention to detail
Technical writing skills
Data analysis skills
Experience in an environmental program/project area
Experience in environmental planning activities
Experience working with municipal and industrial officials, federal/state officials and the public
Experience in interpretation and implementation of federal and state environmental laws and regs
Knowledge of air pollution or other environmental pollution management
Ability to communicate effectively, orally and in writing
Ability to interpret laws, regulations, and directive
Experience performing meteorological forecasts
Experience or education in smoke management practices
