Responsibilities

Mastery of and expertise in interpreting and applying Public Law and military directives governing the CGJROTC program for operational, training, and administrative activities sufficient to ensure the CGJROTC program meets statute requirements and senior leader prerogatives
Manages the CGJROTC HQ Staff, acting as first-line supervisor for CGJROTC HQ Managers and second-line supervisor for additional staff positions
Comprehensive knowledge of strategic planning, organizational development, technical management, and education processes, sufficient to serve in the CGJROTC management position within Coast Guard Headquarters
Formulates, justifies, manages and monitors a $2.5M+ budget to include: (1) Instructor salaries reimbursement; (2) Curriculum development; (3) Certification of instructors; and (4) Assignment of program to eligible schools and (5) Equipment procurement and issuance to program schools as required by the statute
Serves as the service's expert on JROTC affairs and is relied upon from both internal and external entities to advise on the guidelines and make updates to meet the needs of the Coast Guard
Represents the Coast Guard at the service level. Attends required conferences with DoD service counterparts and government officials and consults with State Departments of Education and local school superintendents on program policies or standards
Incumbent is the Coast Guard's key decision-maker on program policy and operations

Must be a U.S. Citizen
Must be registered or exempt from the Selective Service
A one-year probationary period may be required

Your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education
Submit a copy of your college transcript (unofficial is acceptable) from an accredited institution
Once selected & prior to appointment, applicants must provide an official college transcript
If you are qualifying based in whole or part on education, you are required to provide all unofficial transcripts by the closing date of this announcement
Transcripts should be legible and detailed, showing course number and department, course title, number of credit hours, and grade earned
If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken
Education completed in foreign colleges or universities may be used to meet Federal qualification requirements if you can show that your foreign education is comparable to education received in accredited educational institutions in the United States
You must submit evidence of equivalency as provided by a credentialling evaluation service
All Federal employees are required to have Federal salary payments made by direct deposit
Time-in-Grade requirement must be met by the closing date of the vacancy
This position requires a Public Trust clearance
NOTE: Education cannot be substituted for experience at this grade level
