Facility Security Officer (FSO)

Responsibilities
Develop and implement security policies and procedures in compliance with government regulations, including the National Industrial Security Program Operating Manual (NISPOM)
Maintain a comprehensive understanding of security clearance requirements and facilitate the personnel security clearance process
DISS Management – Ensure the DISS is updated, process VARs, submit CSRs as needed, and start investigation
Visits and meetings - Managing all processes and procedures ensuring the protection of classified information forecloses its possibility of loss or compromise
Serve as AO’s primary liaison with DCSA and other U.S. government and security officials
Security Incidents - Manage investigation and reporting in accordance with DCSA and sponsor requirements and implement corrective actions to prevent future occurrences
Security Awareness Training & Education - Develop and administer security compliance training for AO personnel, including annual refresher training, contract-specific guidance and specialized program-security training
Conduct targeted security training for new executives, program managers, capture and business development team, and cleared personnel
Accurately review, respond to, and processes all security paperwork for accuracy, completion, compliance and submission through various systems
Coordinate and facilitate government inspections and audits, ensuring all necessary documentation and security protocols are in place
Conduct annual self-inspections to assess compliance and identify areas for improvement and provide the results to senior management and the DCSA
Establish and maintain effective relationships with government agencies, contractors, and external security partners
Stay up to date with changes in security regulations and industry best practices, implementing necessary adjustments to security programs as required
Manage classified information, including proper handling, storage, transmission, and destruction
Assist in developing and enforcing Standard Operating Procedures (SOPs) addressing security requirements of classified contracts, Controlled Unclassified Information (CUI), and other sensitive information as needed
Support and advise on alignment of AO’s IT systems and communication protocols with industrial security requirements in coordination with ISSM/ISSO staff. Advise and provide input on security aspects of incident reporting protocols
To the extent appropriate and possible, support proposal development for classified contracts while safeguarding classified and sensitive information from uncleared parent-company influence
Qualification
Required
Bachelor's degree in a related field or equivalent experience
Minimum of 3 years of hands-on experience as a lead Facility Security Officer (FSO) and primary security POC in a DCSA cleared environment; experience as sole personnel security POC preferred
Thorough knowledge of the NISPOM, DCSA processes, FOCI structures, and security forms associated with cleared entities (e.g., DD441), classified contracting (e.g., DD254), and cleared personnel (e.g., SF328)
Strong expertise with DISS, NISS, NBIS, JPAS (legacy), and handling of sensitive information and data governance protocols
Strong understanding of security clearance processes and associated requirements
Excellent communication skills and ability to engage with executive stakeholders and government officials, while exercising the highest levels of ethics and judgment
Attention to detail and strong organizational skills to maintain accurate records and documentation
Ability to work well independently and as part of a team
Ability to handle confidential and sensitive information with the utmost discretion
Focus on the partnership with our customers and employees to manage security risks, provide security training, and advance Alpha Omega's mission by aligning security solutions with business needs and delivering value
Proficient in using security-related software and tools
Ability to work well independently and as part of a team
Must have successfully completed DCSA's STEPP training: FSO Orientation for Non-Possessing Facilities Curriculum OR FSO Orientation for Possessing Facilities Curriculum
Certified Facility Security Officer (FSO) certification
Preferred
DOD Security Control (Sec-Con) Information Management System or understanding of security compliance systems
Understanding successful Risk Management versus compliance requirements to enable mission success
Prior experience serving as the Insider Threat Program Senior Official is desirable
Relevant professional memberships (NCMS, ISWG, etc.)
