Responsibilities

Works with various personnel, management, and department staff to effectively perform analysis that answers business questions, solves business needs, clarifies data, and adds business values
Researches, identifies, and runs various database algorithms to find and locate data sets and other information; forecasts, data mines, and performs statistical analysis to assist organization and department in solving challenging problems
Works with other team members to apply statistical analysis, pattern recognition with domain and program specific knowledge to solve business issues
Assists and supports in the development of predictive modeling to increase and optimize customer experiences, revenue generation, and other business outcomes
Develops tools to monitor and analyze model performance and data accuracy; analyzes information to improve business decisions
Provides detailed and concise data sets to decision makers to assist in leveraging data to drive program, service, and department solutions
Conducts studies, gathers and analyzes data from various databases and sources, develops reports, summaries, recommendations, and visual representations, and performs statistical programming and provides consultation and technical assistance; conducts research and logical analysis of procedural, financial and structural barriers to determine areas of needed improvement; appraises and evaluates the desirability and feasibility of fiscal and program restructuring, and develops or directs the development of recommendations to senior management
Documents procedures for future reference and may make recommendations for data analysis process improvements: counsel's clients in interpreting and summarizing statistical results
Performs any and all other work as needed or assigned

Required

Bachelor's Degree in Statistics, Data Management, Quantitative analysis, or a related field
Three (3) years of performing data analysis
Knowledge of data management and systems
Knowledge of data science analytics
Knowledge of data models and algorithms
Ability to provide source data analytics to facilitate business needs
Ability to work with various personnel and stakeholders to identify business needs
Ability to research, investigate, and identify data issues
Ability to manage data analytics projects and timelines
Ability to create and present sound and accurate reports
Communicating effectively verbally and in writing
Establishing and maintaining strong relationships
Proficiency in R and/or Python required
Proficiency in SQL required; knowledge of other querying languages a plus
Experience in the creation of customized models and algorithms
Examples of past translation of data into visualizations or report outs required
Demonstrated experience working with large datasets
The work involves the use of sensitive data and all Office of Data Analytics and Business Intelligence employees are required to obtain this clearance
No felony or class A misdemeanor convictions
No class B misdemeanor convictions within the last ten (10) years
No family violence convictions
Selected applicant would be required to obtain CJIS Clearance within the first thirty (30) days of hire (if they do not already hold the certification)

Preferred

Competency in both R and Python strongly preferred
Experience in data automation preferred
Familiarity with GIS as a plus, to integrate with geo spatial data
Experience performing data mining and statistical analysis with civic, socioeconomic, and/or demographic data
Cross-functional experience in business or social sciences preferred but not required
Experience mentoring or supervising junior data roles a plus
