Responsibilities
Lead the development and implementation of BTFF cessation program strategies and high-level program plans
Manage and coordinate multiple concurrent projects supporting tobacco cessation systems, including technology platforms and vendor-supported solutions
Provide ongoing program oversight, status reporting, and issue resolution to Department leadership
Facilitate systems change efforts within hospitals, Federally Qualified Health Centers (FQHCs), physician organizations, behavioral health providers, health plans, and other healthcare systems
Identify and engage health system leaders and champions to support tobacco cessation integration and sustainability
Build and maintain strong partnerships with healthcare organizations, professional associations, and voluntary health organizations
Coordinate and support health IT solutions related to tobacco cessation, including electronic referrals, EHR integrations, and BTFF systems such as TFFACT, the E-referral hub, the Florida Clean Air Act system, and the Quitline
Collaborate with EHR vendors and IT solution partners to facilitate system enhancements and interoperability
Conduct and facilitate regular meetings with Department staff, AHECs, healthcare partners, and vendors
Coordinate cross-departmental efforts with other Department of Health sections, including communications and evaluation teams
Communicate program strategy, progress, and priorities to internal and external stakeholders
Incorporate evaluation findings and recommendations into ongoing systems change and program improvement efforts
Monitor and document national and state health policy trends that may impact healthcare operations, financing, or tobacco cessation initiatives
Support strategic planning and long-term sustainability of BTFF health systems initiatives
Lead or participate in training efforts related to health systems change and tobacco cessation for Department staff, AHECs, and Tobacco Treatment Specialists
Support the development of program documentation, user manuals, and training materials
Ensure all program activities comply with Department data security and confidentiality requirements
Adhere to all applicable policies, procedures, and contractual obligations
Qualification
Required
Extensive experience (10+ years) in program and project management within healthcare or public health environments
Demonstrated expertise in health systems change, healthcare partnerships, and large-scale systems coordination
Strong background in healthcare technology solutions, including EHR systems and electronic referral processes
Proven experience working with healthcare providers, health plans, government agencies, and community partners
Experience in strategic planning, financial management, and process improvement within healthcare systems
Excellent communication, facilitation, and stakeholder engagement skills
Preferred
Experience with tobacco cessation initiatives or population health programs preferred
