Manager III - Engineering Integration Division

Mission Support and Test Services, LLC (MSTS) manages the Nevada National Security Site for the U.S. National Nuclear Security Administration. The role of Divisional Manager of the Engineering Integration Division involves overseeing Project Engineering, managing personnel, and ensuring effective resource allocation while interfacing with various engineering and management teams.

Responsibilities

Manager Project Engineering, Project Engineering for Capital Line-Item Projects, Engineering Acquisition Services, and Field Engineering personnel
Mature work processes and restructuring the role of Project Engineering to a function of a Control Account Manager (CAM) for design projects
Manage Design Engineering acquisition capabilities
Maintain a centralized acquisition process for the Engineering Directorate, including Design Engineering Subcontract Technical Representative (STR) functions
Continually evaluate resource availability and respond to customer demand by hiring employees and/or utilizing staff augmentation resources
Conduct annual performance evaluations, mid-year reviews, and employee mentoring, coaching, and personnel development and growth
Interface directly with Design Engineering Management to determine resource allocation for projects
Interface with multiple Program Managers, Project Managers, Facility Engineering, and Management
Conduct Management Assessments, attend monthly project status meetings, develop and maintain metrics, and other duties as assigned
Provide daily oversight and direction to 20 or more individuals and be able to function with little oversight from management
Provide technical and professional guidance to staff, provide interpretation of process/procedures along with codes and standards, determine and coordinate technical training, ensure staff has tools/software required to perform work
Participate in audits from government agencies as well as internal organizations, and prepare presentation based on management requests
Work with customers to address issues/requests, coordinate with project and program managers on project priorities and assign taskings to meet those priorities
Exercise considerable discretion and judgment in performing work and conducting evaluations of operation/process effectiveness
Initiate changes required to implement process improvements
Work with other work groups and outside agencies, customers/sponsors, suppliers, as required, to effectively execute projects and programs
Develop relationships as needed to perform work effectively
Provide guidance to students, interns, contractors, and other support personnel, as a mentor or as a team/project leader

Required

Bachelor's degree or equivalent training and experience, plus a minimum of 17 years of related and progressively responsible experience
Bachelor's degree in an engineering program accredited by the Accreditation Board for Engineering and Technology (ABET) required for Civil, Mechanical and Electrical engineering degrees is preferred
Calculus-based STEM bachelor's degree in engineering
Professional Engineer license
Minimum of 5 years supervising engineering staff preferred
Innovative and have good problem-solving skills

Have organizational agility
Possess thorough knowledge and working experience with Earned Value Management System (EVMS)

The primary work location will be at the Losee Road facility in North Las Vegas, Nevada
Work schedule for this position will be 4/10's, Monday – Thursday (subject to change)
Pre-placement physical examination, which includes a drug screen, is required
Must possess a valid driver's license
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications
Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance
Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment
In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age
Department of Energy Q Clearance (position will be cleared to this level)
Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, 'Workplace Substance Abuse Programs at DOE Sites,' will be conducted
Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter
Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required
