Health System Administrator (Assistant Director)

The U.S. Department of Veterans Affairs is seeking an Assistant Medical Center Director who will be a vital member of the Executive Leadership Team at the VA Northern California Health Care System. This role involves overseeing various administrative and health-related services, participating in top management discussions, and ensuring the effective management of the health care system.

Responsibilities

Plans - coordinates - supervises - and directs various administrative and health related services
Participates on a day-to-day basis in top management discussions - decisions - policy making with the Medical Center Director - Associate Director(s) - Chief of Staff - Nurse Executive - and other senior leaders - and sharing responsibility for overall management of the health care system
Provides executive leadership and full administrative line authority over assigned Service Chiefs
Translates national VA and VHA policies - VISN 21 Directives - and system-level strategic goals into aligned operational plans
Responsible for advanced health care management principles to balance administrative and clinical priorities
Develops and implements strategies to engage community partners - volunteers - and donors in support VANCHCS programs
Ensures effective structures and processes are in place for recruiting - screening - placing - supervising - and recognizing volunteers
Coordinates with local - state - and federal law enforcement agencies and other public safety partners - representing VANCHCS
Directs performance measurement and process improvement activities in prosthetics procurement and service delivery to improve timeliness - Veteran satisfaction - and stewardship of resources
Coordinates Public Affairs Office (PAO) - efforts with Center for Development & Civic Engagement (CDCE) - clinical services - research programs - and academic partners
Serves in designated leadership roles within the incident command structure during actual events and exercises
Collaborates with clinical and administrative leaders to identify and mitigate organizational risks related to safety - security - volunteer/donor activities - prosthetics - and communications - directing corrective actions and monitoring results
Coordinates with research leadership to ensure safety - security - and appropriate public communication for research conducted at the Sacramento VA Medical Center and Martinez Center for Rehabilitation and Extended Care
Responsible for developing and maintaining good working relations with other medical centers in the local area and throughout the region - medical schools - accrediting agencies - volunteer worker groups - and the community at large
Provides both administrative and technical supervision to Service Chiefs and subordinate managers in CDCE - Police Service - Prosthetics & Sensory Aids Service - Public Affairs - and Safety & Emergency Management
Serves as an essential capacity for developing and coordinating internal measures to assure that both clinical and administrative operations are in within governing standards

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement
For a GS-14 position you must have served 52 weeks at the GS-13
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials
If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement
In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade
You may qualify based on your experience and/or education as described below: Specialized Experience: You must possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal Service - that is directly related to the work of the position and has equipped you with the particular knowledge - skills and abilities to successfully perform the duties as a Health System Administrator- Asst Director
Qualifying specialized experience is defined as progressively responsible analytical or administrative - or clinical management or supervisory experience in the health care field
This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities
Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative - clinical - or other service activities - and provided knowledge of the following: (1) Missions - organizations - programs - and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide - agency - and facility systems and requirements in various administrative areas such as budget - personnel - and procurement
Applicants must also possess: (1) Management ability to delegate authority - evaluate and oversee people and programs - recognize - and adapt to changing priorities; and (2) Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs
At this level - applicants would provide executive leadership with insight in establish organizational structures that are efficient - cost effective - support desired grade levels - and facilitate career development; work on the development of a balanced financial plan designed to meet realistic needs of the facility and the network; establish and maintain public relations with a variety of institutions and groups; apply performance standards to measure program performance and health care activities are meeting established goals and objectives; and plan and execute major projects concerned with the analysis and evaluation of programs and operational effectiveness

Experience refers to paid and unpaid experience - including volunteer work done through National Service programs (e.g. - Peace Corps - AmeriCorps) and other organizations (e.g. - professional; philanthropic; religions; spiritual; community; student; social)
Volunteer work helps build critical competencies - knowledge - and skills and can provide valuable training and experience that translates directly to paid employment
You will receive credit for all qualifying experience - including volunteer experience
Note: A full year of work is considered to be 35-40 hours of work per week
Part-time experience will be credited on the basis of time actually spent in appropriate activities
Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment
Physical Requirements: Work is sedentary
There are no special physical demands
The work environment includes everyday risks or discomforts which require normal safety precautions typical of offices and meeting and training rooms
