Program Manager CHS Clinic
The Pueblo Department of Public Health and Environment (PDPHE) promotes and protects the health and environment of Pueblo County through various initiatives. The Program Manager position is responsible for planning, directing, and coordinating program activities, ensuring compliance with policies and regulations, and leading multidisciplinary teams to improve public health services.

Responsibilities
Lead planning, implementation, supervision, and evaluation of assigned programs and clinic staff
Ensure adherence to policies, procedures, licensing, certification, and training requirements
Monitor program performance, contract compliance, and quality standards; recommend improvements as needed
Contribute to the development of new programs and services based on emerging public health needs and evidence-based practices
Ensure programs meet statutory responsibilities and mandated core public health services
Support departmental initiatives in strategic planning, quality improvement, and performance management
Implement and evaluate data collection methods to ensure valid and reliable quantitative and qualitative results
Integrate health outcomes and social determinants of health into program planning and service delivery
Maintain current knowledge of public health trends, legislation, regulatory guidelines, and best practices
Develop, manage, and monitor program budgets
Ensure expenditures align with departmental policies, funding requirements, and program goals
Oversee resource needs to support effective program operations
Represent the department on community committees, coalitions, and initiatives
Build and maintain partnerships with community organizations, government agencies, and regulatory authorities
Seek input from diverse stakeholders to support public health priorities
Promote culturally responsive and equitable service delivery
Participate in public information activities, including media and social media outreach for assigned programs
Provide regular updates to leadership and participate in internal committees
Communicate program activities, needs, and outcomes clearly to internal and external partners
Participate in emergency preparedness training and exercises in alignment with public health protocols and incident command systems
Respond to public health emergencies as directed, which may require duties outside normal responsibilities or schedule
Perform additional functions as needed to support program objectives and departmental goals
Qualification
Required
Bachelor's degree in nursing, Public Health, Business Administration, Biological or Physical Science, Healthcare Management, or closely related field
Three years of professional experience is required
Must possess and maintain a valid Colorado driver's license or identification and be able to provide personal transportation for work-related business
Must obtain annual flu vaccination and any job specific immunizations
May be required to submit to a TB test
Fluency in writing and speaking English
Preferred
Master's degree is preferred
Within the three years of experience, a minimum of one year of work experience in leadership, supervision, program management is preferred
Public health work experience is preferred
Fluency in Spanish is desired
