Responsibilities

Spectrum Planning & Execution: Develop and deliver comprehensive RF Spectrum Plans, assignments, and ISM-approved cut sheets. Coordinate schedules and obtain final approvals for all event participants
Compliance & Research: Verify emitter certifications by researching DD Form 1494s, SPS Certifications, and databases such as HNSWDO, JSDR, and E2ESS
Inter-Agency Coordination: Serve as a liaison between Project Offices, CFTs, CDIDs, and industry partners. Coordinate with AFMO, ASMO, NMSCO, AFSMO, and various Area Frequency Coordinators (AFCs)
Technical Design: Design spectrum plans that account for power, bandwidth, channel spacing, interference, and Electronic Attack (EA) considerations for both fielded and experimental systems
Frequency Management: Utilize Spectrum XXI to develop and submit temporary frequency requests in SFAF format to the NTIA and relevant military management offices
Operational Support: Assist the JMC Electronic Warfare Technician and G2 with EA requirements and GPS-related events. Attend IPTs, OPTs, and Design Reviews to resolve spectrum issues
Regulatory Compliance: Maintain expert knowledge of NTIA Manuals, DoD Spectrum Instructions, FCC Rules, and Army Spectrum Regulations

Required

Must possess and maintain an active Secret Security Clearance
Associate of Science in an Engineering discipline OR a Bachelor's in Engineering Technology
Note: A Bachelor's or Master's in Engineering satisfies the educational requirement; waivers may be granted based on specialized skillset
Successful completion of the Army (or Joint) Electromagnetic Spectrum Manager Course
Expert-level skill with Spectrum XXI
Experience with JSDR, HNSWDO, E2ESS, and Stepstone Editor (DD Form 1494 development)
4+ years applying telecommunications concepts (frequency deconfliction, record management, and interference resolution)
5+ years performing test and evaluation on Army telecommunications systems
