Part-Time Creeks Assistant/Associate Planner
NEOGOV is seeking a part-time Creeks Assistant/Associate Planner to join the City of Santa Barbara's Creeks Division. This role involves reviewing development plans for compliance with the City’s Storm Water Management Program and supporting applicants in the Sustainable Storm Water Rebate Program.

Responsibilities
Review and analyze land development applications for compliance with the City’s Storm Water Management program and Creek Buffer requirements
Read and interpret architectural drawings and site plans. Conduct site research, collaborate with Creeks Division staff and other City departments on project review. Verify calculations to ensure stormwater control measures (BMPs) are sized appropriately
Track projects, manage deadlines, respond to applicant inquiries, and document review activity in spreadsheets and City databases
Provide exemplary customer service to all individuals by being attentive, understanding, responsive, fair, courteous, and respectful, and to actively participate in maintaining a positive customer service environment
Conduct site visits with project applicants as required
Conduct site visits and provide guidance to storm water rebate program applicants
Respond to questions from the general public and assist in process improvements
Perform related work, such as assisting with Creeks Division projects and programs, administrative duties, and community engagement, as required
Qualification
Required
Two to six years of experience in stormwater management, water resources, planning, engineering, and/or natural resource management
Equivalent to a Bachelor's degree from an accredited college or university with major course work in environmental studies/science, earth science, geography, water resource management, urban planning, landscape architecture, or other related field
Possession of, or ability to obtain, an appropriate, valid driver's license
Knowledge of principles and practices of storm water resource management
Knowledge of principles and practices of watershed protection, natural resource management, urban planning and development, and/or landscape architecture
Knowledge of low-impact development, blue green infrastructure, best management practices, and/or stormwater control measures
Knowledge of municipal, state, and federal codes, regulations, and guidelines
Knowledge of basic math and geometry
Knowledge of planning and building permitting processes and procedures
Knowledge of general engineering principles
Knowledge of modern office equipment, including computers and applicable software
Ability to work independently, under general supervision
Ability to be organized and meet assigned deadlines on a large number of projects
Ability to evaluate engineering and architectural plans for stormwater compliance
Ability to read, interpret, and review plans, survey data, and legal descriptions
Ability to review complex stormwater reports and check accuracy of storm water calculations
Ability to apply stormwater regulations to proposed development plans
Ability to research property records, planning files, aerial photos, and maps
Ability to read and interpret municipal codes and storm water regulations
Ability to analyze and compile technical and statistical information
Ability to respond to difficult and sensitive public inquiries
Ability to provide excellent customer service and work with difficult clients in a non-confrontational yet assertive manner
Ability to understand and carry out oral and written directions
Ability to communicate clearly and concisely, both orally and in writing
Ability to communicate appropriately with a variety of audiences
Ability to maintain accurate records and prepare clear and concise reports and communication
Ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following: Sitting for extended periods of time, Occasional site visits
Ability to maintain effective audio-visual discrimination and perception needed for: Making observations, Communicating with others, Reading and writing, Operating office equipment, Reading maps and plans

Bilingual pay may be available at a rate of $64 / pay period
Vacation is accrued at 96 hours / year, increasing with City service
