Responsibilities

Supervise, coordinate and provide technical guidance to a medium size project management function in utilities
Communicate frequently with Pinellas County project managers to stay apprised of project schedules, impacts to utilities infrastructure and perform budget forecasting
Supervise and direct the planning, coordination, review and updating project schedules and budgets. Directs financial tasks designed to meet capital projects’ requirements
Supervise technical staff in the review and development of multi-year capital projects budget requests, cost estimates, and financial reporting requirements
Support the Planning and Project Management Division Director to prepare and administer both strategic and financial plans such as multi-year capital improvement programs, annual budgets, budget administration, grant and/or debt management, and other finance and technical assignments
Analyze and report on project data, review budgets and project scope documents, track project milestones against the deadlines; focusing on budget and schedule performance to identify financial risks
Monitoring spending, forecasting costs, balance project fluctuations to ensure financial targets are met
Performs other related job duties as assigned

Required

Professional level experience managing utilities and/or public works projects, to include 3 years supervising multiple projects/programs with million-dollar budgets from both a financial and project management aspect
Degree: Engineering, construction management, project management, public administration, business, accounting, finance, or other relevant discipline
12+ years of experience as described above
Associate's degree and 10+ years of experience as described above
Bachelor's degree and 8+ years of experience as described above
Master's degree and 6+ years of experience as described above
Doctoral degree and 4+ years of experience as described above
An equivalent combination of education, training, and/or experience
Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations
Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report
Knowledge of the principles and practices of engineering, construction management, financial accounting and other areas of technical expertise based on area of assignment
Knowledge of best practices in project management
Knowledge of and ability to use and apply project management and financial management software, or other specialized software specific to area of assignment
Knowledge of design, permitting, and construction of public works and utility projects
Knowledge of local procurement requirements
Ability to plan and direct the work of project managers, contractors, technicians and clerical personnel in a manner conducive to full performance and high morale
Ability to give technical and professional review to a wide variety and large volume of project plans, specifications and related documents
Ability to address civic, public or private organizations relative to public works or utilities programs and projects
Ability to enforce departmental policies
Ability to present clear and concise reports, orally and in writing

Preferred

Project Management Professional (PMP) certification within 8 months of hire
