Dallas County is seeking a Mobile Device and Certified Geolocation Analyst to serve as a subject matter expert in mobile device and geolocation analysis. The role involves collecting, capturing, and analyzing location-based evidence to support criminal investigations and prosecutions, while also providing expert testimony and creating forensic reports.

Responsibilities
Performs in-depth content analysis of mobile devices and digital media for evidence related to criminal cases and interprets location-based evidence provided from diverse sources, including but not limited to cell phones, tablets, vehicles, drones, cameras, Google location data, smart watches, smart trackers (e.g., AirTags), navigation systems, smart apps, cellular connection providers, and healthcare monitors
Systematically navigates and scrutinizes data from digital device extractions (mobile, computer, tablet)
Applies expert knowledge of file systems and operating system artifacts to locate hidden, deleted, or encrypted evidence
Evaluates the specific extraction method used to identify potential data gaps or errors inherent to that specific process, device type or operating system
Ensures the continuity and integrity of the digital evidence throughout the analytical lifecycle
Evaluates and interprets location data and device derived evidence (photos, videos, logs, browsing/internet history, etc.), ensuring its accuracy and reliability
Verifies the authenticity of data and presents findings in a clear and precise manner
Communicates and presents the in-depth analysis of mobile device content evidence and multi-source geolocation results to prosecutors, judges, courts, and juries, translating complex technical details into understandable and compelling narratives
Provides technical assistance for viewing mobile device evidence or location evidence for the department
May testify as an expert witness in indictment and trials
Stay abreast of technological advancements and continuously updates skills to maintain expertise in the field
Adapts and applies new skills to enhance investigative techniques through continuing education
Performs other duties as assigned
Qualification
Required
Education and experience equivalent to a Bachelor's degree from an accredited college or university in Computer Science, Digital Forensics, Criminal Justice, or in a job-related field of study
Three (3) years of work related experience
Certification as a Cellular Technology Subject Matter Expert required within one (1) year of employment date
Must possess a valid Texas Driver's License, with a good driving record
Will be required to provide a copy of 10-year driving history
Ability to function as a highly specialized dual-function position
Ability to communicate effectively orally and in writing
Proficiency in Microsoft Excel, mapping applications and mobile device examination applications (Cellebrite, Axiom, etc.)
Knowledge of standard software applications
Experience in data analysis, particularly within the context of criminal cases
Ability to successfully analyze and present mobile device evidence and geolocation data
Expert-level understanding of how various digital devices function and store data
Ability to articulate the technical differences and limitations between extraction methods across different operating systems and identify potential limitations inherent in those processes
Deep technical understanding of the underlying technology used to capture location data from diverse sources to identify potential errors, system limitations, or environmental factors to clearly speak to the accuracy or inaccuracy of the evidence
