Spectrum Management Engineer (part-time)

This role involves strategic coordination and operational spectrum management to support military operations and national security objectives.

Responsibilities

Act as a liaison for a national spectrum relocation and auction process, facilitating the seamless transition of incumbent federal systems to new frequency bands to clear the way for commercial licensees
Utilize the Global Electromagnetic Spectrum Information System (GEMSIS) to maintain situational awareness of the electromagnetic environment and ensure operational readiness
Manage the spectrum supportability lifecycle for new and existing systems by processing applications and certifications through the End-to-End Supportability System (E2ESS)
Ensure all spectrum-dependent systems and operations comply with national (NTIA), international (ITU), and Department of War (DoW) regulations and policies
Conduct all necessary planning, coordination, risk assessment, and data management tasks on secure networks to support classified missions and operations

Required

A minimum of an “active” SECRET security clearance is required
Minimum of 7-10 years of combined experience in large-scale program management and/or military electromagnetic spectrum management
Must have current and authorized access to SIPRNET
Demonstrated, hands-on experience with the following spectrum management tools: Global Electromagnetic Spectrum Information System (GEMSIS), End-to-End Supportability System (E2ESS), Spectrum XXI (SXXI)
Willing to work part-time, 20-hours per week

Preferred

In-depth knowledge of spectrum allocation processes and familiarity with the proceedings of regulatory bodies like the FCC and NTIA
Experience with federal acquisitions, budgeting, and program oversight, and ability to operate effectively in a high-pressure, high-visibility environment
Eligibility for Top Secret/SCI is highly desirable
