BUDGET ANALYST
State of Arizona Enterprise Technology (ASET) is seeking a Budget Analyst to be part of an innovative team driving a safer transportation system. The role involves managing large budgets, conducting research for informed decision making, and contributing to the preparation of ADOT’s budget requests.

Responsibilities
Assist with the creation, analysis, and monitoring of ADOT's budget to ensure the most efficient use of the funds and appropriations according to law
Responsible for a complex part of the agency with multiple funds and appropriations totaling more than $30 million
Maintain budgetary information within the AZ360 financial system and run ad hoc and recurring reports
Analyze the reports, research anomalies, and work with respective areas to correct miscodings
Participate in the creation and submission of ADOT's budget request to OSPB and JLBC, research and respond to questions from OSPB and JLBC, determine fiscal impact of proposed legislation, and implement ADOT's budget after it becomes law
Qualification
Required
Knowledge of agency/state budget and fiscal policies and procedures
Knowledge of strategic planning and performance measurement concepts
Knowledge of agency and department policies, procedures, programs and business goals
Knowledge of business processes used by the department
Knowledge of project management principles and practices sufficient to determine program direction, plan work and set goals, monitor and evaluate accomplishments
Knowledge of business management principles
Skill in Google Workspace
Skill in Microsoft Office Suite
Skill in process improvement and project management
Skill in financial business management
Skill in business accounting and budgeting skills
Skill in business planning skills
Skill in project management skills to manage multiple complex projects and priorities
Skill in strong problem-solving skills including problem definition, analysis and development
Skill in planning and evaluating
Skill in attention to detail
Skill in reviewing funding requests
Skill in strong analytical and research skills
Skill in oral and written communication skills
Ability to analyze and interpret data, policies and contract language
Ability to communicate highly technical budget requests to a general audience
Bachelor's Degree in Finance, Business, Public Administration, or other discipline that requires financial or statistical problem-solving analysis
Two more years of professional experience in budgeting, accounting, financial planning or business management or a Master's Degree in Business (Finance) or Public Administration
Familiarity with legislative reporting and revenue forecasting
