Assistant Director for Innovation and Information (Manager II), Grade M2

NEOGOV is seeking a dynamic Library Administrator to lead significant changes within the Montgomery County Public Libraries (MCPL). The Assistant Director will develop strategic plans, foster innovation, and ensure accountability for community engagement and service delivery across library branches.

Responsibilities

Develop and execute a forward-thinking strategic plan to foster innovation across all library branches and programs
Lead initiatives to integrate emerging technologies, digital resources, and new service models to improve community access and engagement
Foster a culture of experimentation, continuous improvement, and collaboration within the organization
Collaborate with stakeholders, including community organizations, government agencies, and funding entities, to identify and pursue strategic partnerships and funding opportunities
Conduct regular community needs assessments to inform service planning and ensure inclusivity and equity
Oversee the rollout of pilot projects and scale successful innovation efforts system wide
Provide leadership on data collection and analysis to measure the impact of innovative initiatives
Advocate for the library’s role in promoting literacy, lifelong learning, and social inclusion within the diverse urban landscape
Review and refine the long-term innovation strategy aligned with community needs and organizational goals
Allocate budgetary resources through the management of the 21st Century CIP budget
Analyze market trends, emerging technologies, and best practices to inform ongoing strategic initiatives
Collaborate with senior leadership to set priorities and establish measurable objectives
You may need to work weekend and holiday hours, as needed

Required

7 years of leadership experience in a large, complex, and diverse organization, preferably in a public or community-focused setting
Proven track record of designing and implementing innovative programs and strategic initiatives
Strong understanding of digital technologies, information access, and community engagement strategies
Exceptional leadership, communication, and stakeholder management skills
Commitment to diversity, equity, and inclusion
Graduation from an accredited college or university with a bachelor's degree

Preferred

A master's degree in library science or library information science from a college or university accredited by the American Library Association or in business innovation
Operations experience in a large, urban public library environment
Project Management experience
Significant experience managing in a union environment
Strong understanding of digital technologies, information access, and community engagement strategies

Benefits

Our generous leave package starts with non-MLS permanent and term employees earning 15 days of sick leave and 15 days of annual leave in their first year, as well as up to three additional personal days each calendar year.
Positions in MLS earn 35 days of paid time off each year.
