Human Srvs Program Supervisor
The Commonwealth of Kentucky is seeking a Human Services Program Supervisor for the Office of the Attorney General, Department of Child Support Services. This role is responsible for overseeing the monitoring, evaluation, and fiscal review of contracts related to the Title IV-D Child Support Program, ensuring compliance with relevant laws and regulations while leading professional staff in contract oversight activities.

Responsibilities
Supervises and provides direction to staff responsible for monitoring and evaluating County Attorney child support service contracts for programmatic and fiscal compliance
Develops, implements, and maintains standard monitoring tools, procedures, and policies to ensure adherence to Title IV-D and state requirements
Coordinates and conducts on-site and desk monitoring of County Attorney child support offices to ensure service delivery aligns with contractual obligations, performance standards, and federal reporting requirements
Analyzes contract data, caseload statistics, and performance outcomes to identify trends, deficiencies, and best practices
Prepares and presents detailed written monitoring reports, findings, and recommendations to program leadership and oversight entities
Ensures timely follow-up on corrective action plans and tracks ongoing compliance improvements
Provides technical assistance, training, and consultation to County Attorney offices and DCSS program staff regarding contract compliance and fiscal accountability
Participates in strategic planning initiatives and policy development designed to improve program efficiency, fiscal transparency, and service delivery outcomes
Represents the agency in meetings, audits, and workgroups related to contract administration, audit response, and program performance
Qualification
Required
Graduate of a college or university with a bachelor's degree
Four years of professional experience in the administration of human services programs, emergency management services, emergency medical technician, paramedic, or related field
A master's degree in social work, health administration, labor relations, public or business administration or related field will substitute for one year of the required experience
Administrative or business experience, or professional, subprofessional, or clerical work in a human services area, emergency management services, emergency medical technician, paramedic, or related field will substitute for the required education on a year-for-year basis
Preferred
Comprehensive knowledge of Title IV-D Child Support Program regulations, policies, and funding requirements
Strong understanding of state procurement, contracting, and grant management principles
Advanced analytical ability to evaluate complex financial transactions, program data, and performance measures
Skill in interpreting and applying state and federal compliance standards to program and fiscal operations
Effective supervision and leadership skills, including team development, delegation, and performance management
Excellent written and verbal communication skills, including the preparation of monitoring reports and formal correspondence
Proficiency in data management and contract tracking systems; ability to use spreadsheets and databases for fiscal and performance analysis
Strong interpersonal skills to build and maintain productive relationships with County Attorneys, contractors, auditors, and agency officials
Integrity, attention to detail, and sound professional judgment in evaluating compliance
Ability to manage multiple priorities and coordinate activities across diverse geographic and program areas
Experience with Title IV-D funding formulas and the budgeting practices of County Attorney offices or local child support agencies
Knowledge of performance-based contracting and program evaluation practices
