Financial Controller - Binghamton, NY
Pivotal Solutions is seeking a Financial Controller to oversee a $12 million budget and manage the Fiscal Department. The role involves ensuring compliant financial operations, including contract vouchering, payroll, Medicaid billing, and coordinating audits.
Responsibilities
Manage all aspects of the Fiscal department including oversight of accounts payable and receivable, Medicaid billing, payroll, financial transactions, and banking activities and relationships
Recruit, interview, train, schedule, supervise and evaluate the performance of fiscal department staff
Develop and update financial policies, procedures, and internal controls to safeguard the organization’s assets and ensure compliance with relevant laws and regulations
Maintain an ongoing relationship with our independent auditing firm and coordinate the annual agency audit process, ensuring submission of necessary documentation and review of audited financial statements
Oversee preparation and completion of all other agency fiscal audits and reviews, including but not limited to: annual pension audit, annual worker’s compensation audit, OMIG audits and audits from various funding sources, as applicable
Work with the Executive Director to develop the annual agency budget for submission to the Board of Directors, ensuring accurate projections, compliance with funding requirements, and alignment with organizational priorities
Conduct monthly review and analysis of the agency’s Balance Sheet and Profit and Loss statements, monitoring cash flow, liquidity, and fund balances, and report issues, trends, and financial insights to the Executive Director to support organizational decision-making
Prepare and submit quarterly Balance Sheet and Profit and Loss statements for Executive Director and Board of Directors review
Oversee the fiscal aspects of grant and contract management, including: Developing initial budget and completing budget modifications as necessary, Collecting and reviewing information from subcontractors as necessary, Submitting monthly or quarterly reports and vouchers as required, Maintaining contract receivables and contract expense schedules for audits, and Ensuring overall compliance with funding source requirements
Maintain Fixed Asset schedule
Prepare data for 990 and CHAR 500 and submit to accounting firm, review completed 990 and CHAR 500 for accuracy prior to submission to Executive Director and Board of Directors
Collect, prepare and submit information for annual reporting required by funding sources including: the OPWDD Consolidated Fiscal Report (CFR) and NYS DOH Personal Cost Care Report
Review all agency contracts and notify Executive Director of items of significance or concerns
Comply with all STIC policies and procedures, as well as applicable state and federal laws and regulations
Demonstrate professional work habits including dependability, time management, independence and responsibility
Collect and maintain all required statistical and other data and prepare and submit reports within established timeframes
Attend all mandatory agency and departmental trainings, meetings, and sign language class and advocacy groups
Other tasks related to oversight of fiscal operations, as required
Qualification
Required
Bachelor's degree in accounting
At least three years of experience overseeing all aspects of fiscal and accounting operations for a not-for-profit organization or a large business
Strong knowledge of generally accepted accounting principles (GAAP) and related rules and regulations
Demonstrated experience working with multiple funding sources and preparation of program and organizational budgets
Demonstrated experience with payroll processing, including preparation and filing of Federal and New York State quarterly reports
Familiarity with Medicaid billing rules and regulations, as well as contract and fiscal requirements of various New York State agencies
Strong leadership and team management skills, including experience with supervision and personnel management
Ability to multi-task, plan and prioritize work tasks, and work effectively in both a team and individual setting
Proficient in the use of all Microsoft Office applications (Excel, Word, Power Point)
Ability to effectively interact and work with individuals from diverse cultures and backgrounds
Knowledge of ethical and professional responsibilities and boundaries
Ability to communicate effectively, both verbally and in writing
Excellent attention to detail and organizational skills
Valid driver's license, access to a reliable and insured vehicle, and compliance with all applicable state regulations, including required vehicle inspections and driving record checks
