Continuous Quality Improvement Supervisor (Departmental Promotional Only)
The County of San Mateo's Human Services Agency is seeking a qualified individual for the position of Continuous Quality Improvement Supervisor for Children and Family Services. This role involves planning, supervising, and evaluating the work of Social Workers to ensure quality improvement through case reviews and performance monitoring.

Responsibilities
Provide oversight, leadership and primary supervision for the Children and Family Services Continuous Quality Improvement program and staff
Conduct case reviews to ensure that the ratings are correct and that narratives adequately support the ratings based on the guidance from the Administration for Children and Families (ACF) and the California Department of Social Services (CDSS)
Coordinate the workload of the unit with other departmental units providing related services
Provide training to staff, manage employee performance, counsel employees and effectively recommend initial corrective action and other personnel decisions
Organize and facilitate supervision meetings and unit meetings with staff to discuss policies, regulations and problems related to social welfare programs
Consult with and provide information to other public and private agencies
Train new workers in CFSR Case review and other Qualitative Case Review techniques; ensure compliance with case reviews
Attend and participate in policy teams and other Agency meetings
Other duties as assigned
Qualification
Required
An applicant must be a current Human Services Agency employee with at least six months (1040 hours) of continuous service in a classified regular, probationary, or extra-help/limited term position prior to the recruitment closing date
3 years of experience performing a full range of professional Social Worker duties as a Social Worker III
Strong leadership skills to direct the work of and motivate a team of social workers
Knowledge and experience with the mandates of a child protection services agency including safety and risk assessment, Emergency Response, Court Investigations, Family Maintenance, Family Reunification, Permanent Placement, Adoption, Resource Family Approval, and Extended Foster Care
Knowledge of Section 300 of the Welfare and Institutions Code and Juvenile Court Procedures; strong knowledge of CWS/CMS, Safe Measures and SDM
Ability to manage multiple, competing project demands
Knowledge of the fundamentals of Continuous Quality Improvement, Implementation Science, and Change Management
Knowledge of CFSR Case review principles and techniques
Completion of a Master's degree in Social Work from an accredited college or university that includes an internship
Two years of experience performing a full range of professional social worker duties that included responsibility for a long term caseload, development of service/treatment plans, monitoring compliance through home/field calls and other personal contact, modification of treatment plans as needed/required, and authority to impose/recommend sanctions for non-compliance, impacting benefits or services
California class C driver license or equivalent
