Responsibilities

To design predictive and prescriptive analytics to address operational needs and to align departmental resources based on findings
Perform program evaluations, both outcome and process evaluations, to determine effectiveness of Departmental programs and make recommendations based on those findings to Executive Staff
Responsible for streamlining and automating processes leveraging data external to standard extracts housed by the Division of Data Science and Analytics
Responsible for the Division of Data Science and Analytics efforts to incorporate new data into the data warehouse for use in standard reporting
Collaborate with Chief Digital Officer to synthesize population projections
To collaborate in the publication of research projects in academic and trade journals with various academic institutions
Provide training of embedded research analysts in other divisions and facilitate efforts to better integrate disparate data systems/sources
To provide user friendly and accurate business intelligence solutions to address operation needs based of advanced analytics interventions
To design research methods and conduct research in compliance with best practices to identify and recommend options and alternatives for IDOC administrators so that they can determine the best and most effective course of action for the Department
To reformulate internal data requests by operationally defining questions to insure consistency with acceptable research standards and available data; to identify data sources; to conduct analyses appropriate with the intent of the request
To provide user friendly and accurate business intelligence solutions to address operation needs
To evaluate Department programs and initiatives based on methodological standards and best practices to determine efficiency and effectiveness and identify areas in need of improvement or streamlining
To assist in data integration from disparate data systems to best leverage Department resources
To research topics of importance to the Department, as determined through discussions of needs and reviews of processes
To assist with the development of agency policies, plans, programs and procedures based on research findings

Required

Master's degree in criminal justice, public administration, or a related field. Years of experience in the field of data analytics may be substituted for education
Broad understanding of DOC data systems
Broad knowledge of mathematical, analytical and statistical research techniques including predictive and prescriptive analytics, as well as program evaluation techniques
Ability to communicate and coordinate technical needs
Ability to understand and comprehend both written and verbal instructions dealing with technical and abstract theories
Ability to determine proper research methods to use, collect appropriate data and draw conclusions
Extensive knowledge of the DOC mission and administrative policies
Extensive knowledge of statistical analysis software packages (SAS, SPSS, R, etc)
Ability to take abstract concepts and formulate physical models
Effectively communicate, both orally and in writing. Findings of studies will be presented to stakeholders both internal and external to the agency including universities, the Governor's Office, and other state agencies
Excellent problem solving and analytical skills
Ability to research and document findings
Ability to formulate sound recommendations and make appropriate decisions with consideration of potential impact on agency/division statewide
Ability to effectively prioritize a variety of projects/functions simultaneously
Ability to establish and maintain effective working relationships with all levels of management
Ability to work independently
Ability to organize thoughts and ideas in a logical manner
