City-Wide Program Support Manager
The DC Department of Human Resources is seeking a City-Wide Program Support Manager for the District Department of Transportation. This role is responsible for managing a portfolio of engineering and construction activities, ensuring compliance with policies and regulations, and leading teams across various agency divisions to successfully deliver projects.

Responsibilities
Provides expert and authoritative interpretation of pertinent policies, laws and/or legislation as required to ensure compliance with all laws and regulations which govern pavement markings and signage
Develops new and evaluates proposed long and short-range plans, trends and proposals relative to the overall strategic goals of the field operations program
Provides leadership, direction and strategic problem-solving expertise pertinent to the policy development, budget development, and critical contracting administration
Oversee the development, administration and monitoring of appropriate and federal budgets and contracts
Establishes project deliverables and applies approved operational deviations and innovative contracting procedures to enhance successful project completions
Secured commitments from each agency, stakeholders, public utility companies, and contractors; involved in project completion; initiates the development of all required agreements and leads contract and other negotiations on behalf of the agency
Directs the drafting of consultant agreements, contract modifications, scopes of work and payments, and fee negotiations
Approves final contract plans, specifications and cost estimates for completeness and clarification of details and conformance with accepted design and construction practices for authorization of construction by the appropriate official
Oversees and monitors contractors utilized to ensure compliance with all governing guidelines
Qualification
Required
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level
Certification as a Contracting Officer's Technical Representative (COTR)
Incumbent must possess a valid driver's license
Preferred
Bachelor of Science Degree in Civil Engineering is highly preferred
A degree in engineering, management, law, public policy, or a closely related field is preferred
At least five (5) years of experience managing or coordinating engineering, management, financial, legal tasks, including extensive coordination with organizations and communities is highly desired
Eight (8) or more years of progressively responsible supervisory and management experience in leading a transportation project management team in traffic engineering and field operations environment and/or an equivalent combination of training and experience including 3 years of experience in a management /supervisory role is highly desirable
