TITLE V MATERNAL AND CHILD HEALTH PROGRAM MANAGER Program Manager I

The State of Maryland's Maternal and Child Health Bureau (MCHB) is dedicated to improving the health and well-being of women, children, and families. The Title V Maternal and Child Health Program Manager will provide leadership and oversight for maternal and child health programs, coordinate grant applications, and develop workforce strategies to address health inequities.

Responsibilities

Provides leadership, managerial oversight, strategic planning and policy development and analysis for the Maternal and Child health programs and initiatives, including Title V State’s Action plan, development of the MCH Workforce Development strategy, development of the Title V MCH Block Grant application and annual report process with the United States Health Resources & Services Administration (HRSA)
Reviews the federal grant requirements of the Title V application and annual report, attends application technical assistance webinars and asks question(s) to the HRSA Project Officer when question(s) arise
Coordinates across offices and programs to receive inputs and drafts content for the Title V application and report aligned with the State Action Plan, national/state performance measures, evidence-based/informed strategy measures
Coordinates the grant application and annual report process, including developing a project work plan, establishing timelines, assigning tasks to responsible parties, and ensuring adherence to all deadlines and audit findings
Responsible for coordinating the associated files in a shared drive or Google drive folder for team access
Works in collaboration with the MCHB/PHPA Fiscal team to complete the financial reporting forms
Leads monthly program meetings with MCHB staff to coordinate Title V activities with the federal and general-funded Title V programs, including drafting the agenda and coordinating speakers, when applicable
Works in partnership with the MCHB/PHPA Fiscal team to monitor federal and generally-funded spending of the grant on a monthly basis and plans mitigation strategies for expected over/under spending
Responsible for reviewing 24 local health department programs and fiscal quarterly and annual reports
Meets with the grantees at least quarterly to provide Statewide updates, technical assistance and share program learning and data across sites
Meets at least monthly with the State Systems Development Initiative Epidemiologist to review Title V performance measures
Leads the design of the development of a Title V data collection system
Develops a workforce development strategy for the state of Maryland to support pathways into MCH public health, and increase capacity to address inequities
Collaborates with internal and external stakeholders, recommends policy changes, designs training programs and ensures a diverse and competent workforce
Leads core meetings and works with members within the state and the National MCH Workforce Development Center to build workforce development resources
Coordinates for the Bureau interns and rotators by maintaining the SOP for the Bureau
Leads the procurement process of other MCHB grants and contracts as assigned

Required

Bachelor's degree from an accredited college or university
six years of health or human services administrative or professional experience
three years at a supervisory or managerial level
A Master's degree from an accredited college or university will substitute for one year of the general experience
A Doctorate will substitute for two years of the general experience
Additional experience will substitute on a year-for-year basis for the college degree

Preferred

Knowledge of maternal and child health programs, policies, and federal Title V regulations
Experience managing federally funded public health programs, including budgeting, reporting, and compliance
Strong skills in program planning, implementation, and evaluation
Ability to coordinate and collaborate effectively with local health departments, community partners, and stakeholders
Experience providing technical assistance and guidance on evidence-based practices
Strong data analysis and quality improvement skills to support program decision-making
Excellent communication, leadership, and team management abilities
