Program Controls Manager - Reporting

Responsibilities
Develop and maintain program-wide reporting policies, procedures, templates, and tools aligned with cost, schedule, and scope controls
Establish standardized reporting workflows and governance frameworks to ensure consistent and transparent performance communication
Manage the program reporting calendar, milestone deadlines, and recurring deliverable requirements
Lead the preparation and delivery of monthly, quarterly, and annual program performance reports
Integrate progress, cost, cash flow, earned value, risk, and forecast data into consolidated reporting products
Support executive and board-level reports highlighting key performance indicators, emerging risks, and management actions
Ensure compliance with internal and federal reporting expectations where applicable
Identify and implement opportunities to automate reporting through tools such as Power BI and enterprise data environments
Design and maintain interactive, role-based dashboards that provide real-time visibility into performance drivers and constraints
Ensure all reporting outputs are accurate, consistent, and aligned with stakeholder decision-making needs
Collaborate with project teams and functional leads to collect, validate, and reconcile cost, schedule, and risk data
Maintain traceability between source systems and published reports to support transparency and audit readiness
Drive continuous improvement in reporting processes, data visualization standards, and analytical capabilities
Act as a key liaison between Program Controls, Finance, and Program Leadership to ensure cohesive reporting narratives
Support communication and follow-up with functional teams to meet reporting requirements and timelines
Provide analytical and administrative support to the Program Reporting Unit as needed
Qualification
Required
BA/BS in Business, Engineering, Finance, Project Management + 8 years of relevant experience or demonstrated equivalency of education and experience
Proficiency in Power BI, Primavera P6, TILOS, Visio, and Microsoft Office Suite
Preferred
PMP certification or relevant project controls/reporting credentials preferred
Ten plus years of reporting experience
Experience with desktop publishing and professional graphics software
Strong background in scheduling, project controls, reporting, and data analytics
Knowledge of federal reporting standards, compliance frameworks, and large-scale capital program requirements is a strong plus
Knowledge of public-sector reporting standards and infrastructure delivery programs (transportation, rail, roadway, etc.)
Excellent communication, organization, and time management skills, with the ability to deliver under pressure
