Head Board Specialist
NEOGOV is seeking qualified candidates for the role of Head Board Specialist within the County of Los Angeles. This role involves planning, delegating, and assessing tasks for junior employees while implementing work plans to achieve unit objectives and ensuring compliance with legal requirements.

Responsibilities
Plans, delegates, and assesses the tasks of junior employees in units offering assistance to administrative office programs or other business operations
Implements and monitors work plans to achieve assigned unit objectives and regularly monitors performance and provides feedback, training, and coaching for performance improvements
Drafts and prepares performance evaluation reports and appraisals of promotability for employees under immediate supervision
Research information by identifying and extracting relevant data from varied sources to obtain sufficient, valid, and reliable data for analysis to compose recommendations for management
Defines, analyzes, and offers recommendations for routine to intricate challenges within the assigned domain
Interprets and applies the more complex provisions related to assigned area (Assessment Appeals, Conflict of Interest and Lobbyist, Board Operations) to all levels of staff and the public
Uses discretion in resolving mechanisms to complete complex assignments as well as communicate critical and important information
Monitors all the procurement of supplies and equipment as well as office services provided to the Department, client departments, and various commissions
Leads all aspects of the preparation, distribution, and compilation of the Board's weekly agenda, supplemental agenda, statements of proceedings, the master calendar, and reviews all agenda entries
Coordinates the maintenance of official records of the Board, County Codes, and ordinance files, as well as the retrieval of information from these records
Supervises the receipt and processing of mail, claims against the County, and other related activities
Reviews and analyzes all legal hearing notices, postings, and mailings to ensure that they are in compliance with all legal requirements
Coordinates the processing of assessment appeal petitions, filing of petitions, providing of information to the public regarding tax appeals, as well as the staffing and scheduling of hearings before the Assessment Appeals Boards and hearing officers. Attends as clerk at meetings, as required
Oversees' employees composing agendas, minutes, and letters of actions taken at various County commissions, Joint Power Authority Commissions, and non-profit corporations. Provides other support services including capturing data and compiling reports for presentation at meetings
Assists in conducting the Board meetings and various commission meetings
Analyzes procedures, systems, programs as well as contracts, budget or personnel matters; recommends development, revisions or deletions of current practices; and implements changes
Assembles and verifies financial data, schedules and statistical summaries and compiles the information into formal reports of study findings
Reviews operating budgets to analyze trends affecting departmental budget needs
Conducts routine and/or moderately sophisticated contract feasibility and cost analysis studies of various departmental operations; prepares reports detailing findings and makes recommendations
Performs various human resources functions, such as examination administration, reviews existing and develops new departmental policy and procedures. Conducts department specific classification studies and position allocation requests, and advises employees concerning their rights, benefits and responsibilities, Civil Services Rules, as well as salary provisions in the County Code
Maintains effective relations and confers with volunteers, community agencies, other governmental agencies, and the public to gain intergroup support and collaboration in the furtherance of the various commissions' policies
Coordinates the County's Conflict of Interest Program and the County Employee's Retirement Association Elections, as well as the departmental legislation, productivity, and contracting activities
Plans, organizes and leads presentations, trainings, and projects, as required
Gathers information to draft reports and projections of workload and staffing for the division chief
Qualification
Required
Two (2) years' experience in a responsible staff capacity analyzing and making recommendations for the solution of problems of organization, systems and procedures, program, budget, or personnel at the level of Administrative Assistant II or Staff Assistant II
One (1) years' experience as a Senior Board Specialist, performing highly responsible clerical or lead work
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
