GIS Application Development Supervisor (IT App Developer – Expert)
The Washington State Department of Transportation (WSDOT) is a multimodal agency known for its excellence in transportation systems. Responsibilities
Use a strong understanding of industry standard programming techniques and methodologies to guide GIS application developers to ensure a high level of team performance
Schedule and monitor team workload, report team activity to ensure timely delivery
Carry out responsibilities for agency’s strategic planning and policy development for GIS Application and System Development
Develop acquisition and implementation plans for the development and support of Enterprise GIS systems
Plan, organize, and guide the implementation of server and application software upgrades
Provide advanced technical troubleshooting and issue resolutions to WSDOT server and application development staff
Develop agency wide standards methods and processes for GIS technology implementation
Perform GIS server and mobile system monitoring/management activities
Provides guidance for the development, or acquisition, of field location data collection applications/systems involving GPS, video/photo log, culvert inspection, LiDAR, and GIS technologies

Required
Enterprise GIS Application Development: Significant experience and demonstrated ability to architect, plan, design, develop, implement, and maintain enterprise-scale and public-facing GIS applications using modern programming languages and development methodologies such as Powershell, C#, Python, ASP.Net, WDF, HTML, JavaScript/TypeScript, XML, and SQL
GIS Technical Expertise (Esri Platforms): In-depth knowledge of GIS principles, spatial data formats, spatial analysis techniques, and expert-level proficiency across Esri ArcGIS platforms, including ArcGIS Enterprise, ArcGIS Server, ArcGIS Pro, and ArcGIS Online
GIS Server and Systems Architecture: Demonstrated expertise and expert-level experience in designing, implementing, administering, and maintaining robust, scalable, multi-tier GIS server architectures in distributed Windows Server environments to support enterprise-wide needs
Enterprise Systems Design and Integration: Ability to design scalable, integrated GIS application and system architectures that support single- and multi-agency use and align with organizational and enterprise objectives
Application Development Leadership: Ability to lead GIS application development efforts, make critical architectural and design decisions, oversee system modifications, and ensure effective application lifecycle support
Technical Team Leadership and Mentorship: Demonstrated skills and proven ability to organize, coordinate, mentor, and coach GIS developers working independently or collaboratively, including providing technical guidance and estimating workloads and required skill sets
Project Planning and Delivery: Ability to plan, research, analyze, document, scope, define requirements, and estimate complex GIS application development and enterprise system administration projects
Infrastructure, Security, and Administration: Demonstrated knowledge of application infrastructure configuration, system security principles, and administrative best practices supporting enterprise GIS environments
Database Management and Optimization: In-depth knowledge and hands-on experience with spatial and non-spatial databases (e.g., PostgreSQL, Oracle, Microsoft SQL Server), including performance optimization and strong SQL proficiency for GIS applications
Cross-Functional and Matrixed Team Leadership: Demonstrated ability to effectively lead technical and non-technical teams, including individuals outside of a direct reporting structure, to ensure successful project execution
Effective Communication Skills: Ability to clearly communicate complex technical information orally and in writing to both technical and non-technical audiences

Linear Referencing Systems (LRS): Experience applying Linear Referencing Systems within GIS environments to support transportation data management and analysis
Advanced GIS Technical Proficiency: Working knowledge and practical experience with Esri platforms, including ArcGIS Pro, ArcGIS Online, ArcGIS Server, and Portal
Programming and Data Acquisition Systems: Technical experience programming in VB.NET to support data acquisition or data collection systems
Operating Systems Administration: Technical experience managing and supporting Windows Server and Windows Client operating systems
Project Planning and Application Delivery: Demonstrated ability to apply project management practices to the planning and development of software applications
Mobile and Field Data Solutions: Ability to design, implement, and support real-time mobile data acquisition systems
Advanced Programming and Code Review: Ability to direct, review, and troubleshoot programming work performed by self and others
Windows Internals and Component Architecture: Strong understanding of Windows internals, COM architecture, and system-level software interactions
Mobile Hardware and Systems Integration: Working knowledge of electronic circuits and the ability to troubleshoot mobile hardware systems in field environments
Analytical and Mathematical Foundations: Knowledge of computational geometry and mathematical concepts relevant to spatial analysis
