Business Specialist - Requirements Development & Planning Services
Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). The Business Specialist will define and develop functional and operational requirements for project planning, ensuring compliance and collaborating with stakeholders to innovate solutions for infrastructure projects.

Responsibilities
Develop solutions for programs and customers for infrastructure projects
Define customer needs and develops visualizations, illustrations, and conceptual graphics for building and equipment projects
Evaluate processes, systems, and tools to improve performance
Develop statements of work for procurements
Ensure compliance with group procedures and templates
Conduct or lead research on new technologies, methods or materials, and industry changes
Provide new conceptual designs
Provide training and education on new software and systems
Develop technical documentation based on general direction and technical guidance on complex issues and projects of a broad scope
Perform design and technical activities that require interpretation and correlation of codes and standards, complex computer software, and unique processes and procedures tailored for the work being executed
Contribute to development of engineering solutions employing new principles, concepts, and/or techniques
Serve as lead on teams requiring coordination with other teams
Coordinate work with other project team members
Execute work in a disciplined manner to demonstrate compliance with laws, codes, orders, and MSTS policies and procedures
Development of pre-design/conceptual sketches and models, program / Project system breakdown, high-level initial project timelines and schedules
Develop conceptual site plans/layouts and floor plans (with focused sections)
Develop diagrammatic plans (2-D), Legend views (2-D), perspective views (3-D), full rendered view (with motion/fly over) (3-D), and custom sketches, models, or renderings
Interface with project managers, customers, and stakeholders in the development of functional and technical requirements documents
Develop, create, maintain building and location content libraries, families, templates, detail components, and parameter standards with BIM templates based on project types
Support project viability, discovery, and planning efforts of project managers in relation to the above
Develop and maintain SharePoint sites
Implement additional software or tools to support modeling
Train staff in the use of building information systems and software
Support PPD management special assignments as requested
Support RDPS engineers in the development of Functional Requirements Documents (FRDs), Project Requirements Specifications (PRS) and Technical Requirements. Documents (TRDs) for infrastructure (civil, electrical, mining, utility) projects through developing graphics and content
Develop simple FRDs
Accept individual accountability for products and deliverables
Qualification
Required
Bachelor's degree in related field and at least 12 years' of professional level experience, or equivalent training and experience
Able to utilize independent judgment, creativity, and initiative to resolve problems and ensure that requirements are completed efficiently, on time, and are cost-effective
Able to prioritize and schedule multiple activities of the division
Able to communicate with all types of people in a tactful, professional, influencing, motivating, and effective manner while screening and maintaining confidentiality
Able to understand and remember complex data, policies, procedures, laws, regulations, terminology, schedules, personnel, and other details
Able to deal with pressure of handling multiple tasks, complains, frequent interruptions, and time constraints
Able to read/write/speak English. Knowledge of basic math, grammar, spelling, and punctuation. Familiar with software applications used in the position
The primary work location will be at the North Las Vegas Site: 2621 Losee Rd., North Las Vegas, NV 89030
Work schedule will be 4/10s Monday through Thursday (subject to change)
Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing
Must possess a valid driver's license
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications
Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance
Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment
Applicants for employment must be able to obtain and maintain a DOE L-level security clearance, which requires U.S. citizenship, at least 18 years of age
